Job Overview
The Illinois Environmental Protection Agency (EPA) Finance Section Chief Financial Officer is seeking a Public Service Administrator Option 8C (certified public account) (CPA) to serve as a Unit Manager to staff in the Accounting and Cash Management Unit engaged in all aspects of Grants (state and federal) and the Grant Accountability and Transparency Act (GATA) and its respective programs. The ideal candidate for this position will be organized and detailed and possess the ability to adapt to change in a collaborative fastpaced environment. The ideal candidate will also need to be able to communicate effectively verbally electronically and in writing with both internal and external stakeholders.

Essential Functions
- Serve as Unit Manager and Certified Public Accountant (CPA) for the Director/Chief of Staff Chief Financial
Officer (CFO) Finance Section Accounting and Cash Management Unit; - Manages the Accounting and Cash Management Unit in maintaining a series of accounting general ledgers and
subsidiary ledgers for state and federal programs administered by the unit; - Serves as a working supervisor directing coordinating reviewing and approving the activities of subordinate staff
engaged in accounting duties; - Responsible for the preparation of data for submittal to internal and external auditing bodies engaged in auditing
financial records/statements of the Agency; - Manages the Cash Management Unit;
- Serves as an accounting liaison between the Finance Section and other bureaus/divisions within the Agency as
well as external organizational units; - Continues education through formal and inhouse training;
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated
above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four years of college with coursework in
accounting and/or courses in auditing business management public administration economics or another related field.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in professional
accounting in a public or business organization.
- Requires possession of Illinois certificate as a licensed certified public accountant.
Specialized Skills
- Requires three years of experience in Grants Accountability Transparency Act (GATA) reporting requirements GAAP yearend
reporting and its requirements.
- Requires three years of experience in accounting general ledgers and subsidiary ledgers for state and federal programs.
Preferred Qualifications
- Prefers 3 three years of experience in Grants Accountability Transparency Act (GATA) reporting requirements GAAP yearend
reporting and its requirements.
- Prefers 3 three years of experience in accounting general ledgers and subsidiary ledgers for municipal state and/or federal
programs.
- Prefers at least 3 three years of experience in utilizing Generally Accepted Accounting Principles (GAAP) to produce
financial documents and statements in a public or private organization or business.
- Prefers at least three 3 years estimating and budgeting for future needs and cost of personnel space equipment
supplies and services.
- Prefers at least 3 three years of experience in producing documentation for and responding to internal and external audit
requests in a public or private organization.
- Prefers extensive knowledge of agency policies procedures programs and service objectives activities and operational
systems.
- Prefers ability to develop install and evaluate new and revised methods procedures and performance standards.
- Prefers ability to exercise judgment and discretion in developing implementing and interpreting departmental policies and
procedures.
- Prefers the ability to utilize a personal computer with extensive knowledge of Microsoft Word and Excel software.

- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including
scheduled unscheduled or lastminute overtime. This requires the ability to work evenings and weekends.
