Harris County Resources for Children and Adults was founded in 1966 as Harris County Child Welfare to provide support services for the children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later Harris County Resources for Children and Adults still provides this support. But the nowcounty department has expanded services for early prevention intervention and adult services.

Brief Position Overview:
Under the supervision of the Manager of Transitional Services the Workforce Advocate Supervisor is responsible for ensuring program compliance within the terms of the Texas Workforce Commission (TWC) contract Council on Accreditation (COA) requirements and internal Quality Improvement Program (QI) requests.
Duties & Responsibilities:
Supervisory responsibility for 23 Workforce Case Managers.
Ensures that staff achieves goals/objectives of the HAY Center and fulfills TWC contractual obligations by following all program policies/procedures with a concentration on but not limited to employment services and the needs of former foster youth preparing to transition into adulthood.
Monitors client records and staff monthly reports for contract compliance and notifies direct supervisor of any possible issues identified for action.
Manages the collection of all TWC required data and submits necessary reports to direct supervisor.
Manages retrieval of eligibility documentation from HAY Center staff and assigns/manages employment referrals including HAY Center summer jobs program.
Creates and implements strategies to develop and increase employer partners that meet the unique needs of current and former foster youth this includes leading the HAY Center summer jobs program.
Conducts individual conferences and monthly unit meetings with staff to review issues conduct case reviews disseminate information and completes staff evaluations as required.
Participates in HAY (Houston Alumni & Youth) Center events PAL (Preparation for Adult Living) and Texas Workforce Commission (TWC) statewide and regional activities as required.

Education:
Bachelors degree in Psychology Social Work Sociology Criminal Justice Business Human Resources or Public Administration.
Experience:
Three 3 years of fulltime paid work experience in workforce development.
Two 2 years of experience in a supervisory or leadership role in Social Services Youth Employment agencies CommunityBased organization Government Workforce Development Programs Employment and Career Counseling Services Public Employment Services Government Sponsored Programs or Youth Entrepreneurship Programs.
Training and experience using a personal computer with a variety of software such as Microsoft Outlook Microsoft Word and Microsoft Excel.
Licensure:
Reliable transportation with a valid drivers license (Texas) and auto liability insurance.
Must be able to obtain a CPR Certification.
Knowledge Skills & Abilities:
Knowledge and understanding of adolescent/transition age youth stages of development.
Knowledge of the transitional needs including life skills and linkages for youth aging out of the foster care system.
Knowledge of basic employee management techniques and an ability to handle stressful situations with tact and diplomacy are also necessary.
Problemsolve and demonstrate critical thinking skills.
Ability to maintain confidentiality.
Interacts and maintains professional working relationships with individuals of varying social and cultural backgrounds.
Ability to contribute effectively to the accomplishments of a team or work unit goals objectives and activities.
Computer proficiency.
Ability to use a case management database.
Case documentation.
Clerical skills.
Follows written and oral instructions.
