King County Metros Finance and Administration Division is looking for an outstanding leader to fulfill the role of Administrator IV Administrative Process and Policy Manager in the Administrative Services Section. Reporting to the Administrative Services Manager this position will be responsible for identifying and leading Metro process and policy improvements; developing standard administrative practices; and effectively implementing and training on this work. The role will support the agencys efforts to build internal capacity to effectively meet administrative priorities and will work with administrative staff across Metro to develop agencywide policies and processes. The Administrator IV will be responsible for communicating effectively with diverse stakeholders and working collaboratively to identify plan guide and provide improvements for administrative processes and policies.
This role requires the ability to coordinate lead and work collaboratively with a team of people across Metro to proactively problemsolve and implement efficient business and administrative practices. The position will prepare and implement a new Departmentwide administrative policy process (e.g. create templates oversee prioritization develop review standards) and policy standards. The position will also work with agency staff to convert and update outdated department policies and the policy process while also ensuring they remain accurate and relevant.
Position Info:This recruitment will be used to fill one 1 Career Service Administrator IV Classification vacancy. In addition this selection process may be used to generate an eligibility pool list for future Career Service vacancies that may occur in this classification within this workgroup. The eligibility pool list will be retained for 12 months from the date of creation and may be used at the discretion of the hiring authority.
Provide process and policyguidancefor the administrative staff in the Administrative Services Section of the Finance and Administration Division.
Lead administrative process improvement projects in a large matrixed organization using Lean or similar process improvement methods to ensure that administrative work at Metro meetshigh standardsof accuracy quality and adherence to King County policies and guidelines.
Plan document and lead implementation of departmentwide administrative standards best practices and process improvements.
Continuously evaluate existing administrative processesidentifyingprocess gaps and areas for improvement and implementing efficient solutions to enhance productively and streamline operations.
Create implement and maintainstandard operating procedures and administrative policies for Metro.
Support business teams inidentifyingand delivering significant and quantifiable administrative process improvements through the application of process improvement methodologies.
Collaborate with Metro leadership and staff to develop scope timeline and project deliverables.
CreateMetro department policy development implementation and tracking process.
Demonstrate leadership through participation in agencywide process mappingassistingin data collection and analysis making recommendations for process and policy changes and overseeing continuous improvement of administrative operations.
Assistleaders across Metro with questionsregardingboth existing and stillneeded policies and procedures; provide information and process clarity on various administrative tasks while also tracking gaps to incorporate in the work plan.
Create and deliver presentations to a wide variety of audiences.
Provide training on processes and policies for administrative staff throughout Metro and provide coaching and guidance as issues and questions arise.
Direct and/or analyze and assess internal systems and make recommendations on changes or revisions to improve business productivity and performance.
Serve as an agencywide Subject Matter Expert on the interpretation of and training for administrative processes and policies.
Perform other related duties as; may be assigned to special projects.
We are looking for candidates who have:
Minimum of 2 years of experience in creating implementing and training others on policies and procedures.
Demonstratedexperience in continuous improvement including knowing how toidentifyand create processes necessary to get work done and continually seeking ways to improve processes.
Experiencedeveloping and overseeing administrative activities performed for large teams.
Experience performing increasingly responsible administrative work and functions.
Excellent organization and timemanagement skills.
Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety ofdifferent positionsand backgrounds.
Expertisein oral written and interpersonal communications skills.
Ability to prioritize workload work under pressure with tight timelines and changing priorities and produce reliable and highquality work products while meeting deadlines.
Experience in the use of complex spreadsheets presentation tools and statistical analysis and database software.
Proficiencyin MS Office applications including SharePoint.
Highly competitive candidates will have (desired but not:
Knowledge of King County policies and procedures.
Experience creatingimplementing and trainingothersonMetro policies and procedures.
Proficiencyusing Business Intelligence (Bl) tools and Enterprise Resource Programs (ERP) in daily work such as the King County systems Oracle EBS PeopleSoft andPowerBI.
Project Management experience.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and notovertimeeligible. Employees are paid on a biweekly schedule every other Thursdaycomprisinga 40hour workweek normally 8:00 a.m.5:00 p.m. Monday through Friday.
The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees mustresidein Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
