ENTRY LEVEL SALARY: $51523 FULLTIME

This nonState position is responsible for the daily operations of such programs as the SingleFamily Mortgage Program Delaware Housing Partnership Second Mortgage Program Second Mortgage Assistance Loan Program Housing Rehabilitation Loan Program Neighborhood Revitalization Fund Program Delaware Emergency Mortgage Assistance Program etc. Incumbent is responsible for overseeing the full spectrum of duties under assigned programs including but not limited to working with borrowers/lenders/contractors to process applications analyzing program effectiveness and developing improvements/solutions preparing systems for reporting program activity overseeing the servicing of loans monitoring loan portfolio performance monitoring contractor performance and other duties necessary to ensure assigned programs are effectively and efficiently meeting the needs of DSHAs customers.

An incumbent in this position is responsible for the daily administration of the above listed programs. The incumbent is responsible for overseeing the full spectrum of duties under assigned programs including but not limited to working with borrowers/lenders/contractors to process applications analyzing program effectiveness developing improvements/solutions preparing systems for reporting program activity overseeing the servicing of loans monitoring loan portfolio performance monitoring contractor performance etc. to ensure assigned programs are effectively and efficiently meeting the needs of DSHAs customers.

PRINCIPLE ACCOUNTABILITIES

  • Reviews underwrites and approves/disapproves loan applications/packets for loans under various DSHA programs:
  1. Serves customers in a professional manner
  2. Resolves problems and concerns of customers
  3. Manages paperwork through loan closing
  4. Prepares borrowers loan repayment schedule
  5. Prepares amortization schedule
  6. Calculates accrued interest total finance charges and total number of payments to meet state and federal reporting requirements
  7. Reviews final settlement documents for accuracy/completeness
  8. Works with lenders to resolve problems.
  9. Arranges for disbursement of funds to lenders
  10. Prepares requests/justification for additional program funding
  11. Monitors contributions from private corporations
  12. Ensures DSHA meets IRS (bond) and other funding requirements from program and policy perspectives and makes recommendations to align with such.
  • Acquires and maintains pool insurance coverage on all SingleFamily mortgages. Calculates pool insurance premiums for purchased loans. Arranges for payment of premiums. Monitors reports from pool insurance provider. Resolves problems/discrepancies with provider.
  • Prepares all necessary documents for postclosing processes including the recording of mortgagees satisfactions etc.
  • Monitors tenant income and hazard insurance under the Housing Rehabilitation Loan Program by reviewing reports from owneroccupants and landlords to ensure program compliance. Notifies owner/borrower of noncompliance and corrective action to be implemented. Follows up to ensure implementation.
  • Oversees and evaluates the performance and compliance of loan servicers and other organizations providing services to DSHA and/or its customers. Recommends corrective action if necessary.
  • Oversees all aspects of property foreclosure and disposition including but not limited to coordinating inspections of DSHA owned properties to assess market value property condition and needed repairs. Obtains bid for repairs arranges for payment of expenses and sale of property. Negotiates costs with mortgage insurers and contractors.
  • Uses Mortgage Loan Accounting Software to monitor/evaluate files status the effectiveness of programs/projects/lenders/services recommend alternative financial resources and determine compliance with applicable state and federal requirements.
  • Develops and recommends new or revisions to existing programs policies procedures technological processes guidelines to ensure compliance with applicable state and federal laws rules regulations to meet the needs of targeted populations and monitors contracts for compliance.
  • Prepares and monitors contracts with program participants servicing agents processing agencies and local/community administering agencies for compliance. Works with contracted agency to resolve problems.
  • Attends public meetings workshops and press events to promote/explain programs and guidelines. Participates on committees task forces and public group meetings by analyzing issues/problems that affect the need for affordable housing/rehabilitation and providing recommendations for solutions to problems.
  • Communicates with lenders attorneys mortgage insurance companies loan servicers realtors contractors appraisers local/community administering agency personnel housing counselors the public DHP Board of Directors etc. to resolve problems oversee and/or train personnel regarding programs guidelines procedures underwriting loan closings etc. negotiate participation with bankers in newly developed programs either as an originator or investor explain/promote programs explain rules regulations policies and procedures ensure program compliance etc.
  • Prepares financial and programmatic narrative and special reports correspondence and maintains records.
  • Internally audits files including the preparation of such files for the annual audit and notifies appropriate supervisor(s) of noncompliance.
  • Prepares correspondence and reports and maintains records.
  • Secure program related and/ or confidential documents per document retention policy.
  • Maintain license and provide notary services as specific duties require.
  • Provide technical support (program and Mitas online) to lenders and other partners.
  • Ensure adherence to program compliance such as monitoring and enforcing continued hazard insurance and rent regulatory agreement compliance.
  • Performs related work as required.

ADDITIONAL FUNCTIONS

  • Processes decision applications for writeoff short sale or foreclosure proceedings elevating recommendation for approval.
  • Works with developers lenders servicers housing counselors attorneys etc. to resolve problems.
  • Prepares contracts outlining the conditions of funding and ramifications of noncompliance.
  • Monitors compliance.
  • Maintains contracts and agreements with LAAs Housing Counselors lenders etc for program participation and compliance.
  • Manages maintains and monitors confidential and other documents in accordance with document retention and privacy policies.
  • Maintains imaged documents using respective imaging technologies and tools through contractual agreements with relevant companies.
  • Approves extension of due dates.
  • Accepts application/reservation fees and recommends disbursements for expenses.
  • Conducts periodic program audits to measure report and repair collateral or other document deficiencies per program standards.
  • Processes new lenders jurisdictions contractors or employer applications for participation.
  • Manages and monitors program allocation balances and make recommendations on funding.

MINIMUM QUALIFICATIONS

Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Experience education and/ or training in mortgage lending and loan underwriting practices and procedures.
  2. Strong analytical and organizational skills
  3. Knowledge of data management software required in preparing analytical and quantitative reports.
  4. Experience in the use of management software to the level of capability to train others in its use.
  5. Ability to complete assignments with minimal supervision.
  6. Demonstrated effective communication both orally and in writing.
  7. Demonstrated proficiency in MS Office software particularly advanced use of Word Excel and Power Point.
  8. Supervision to the level of being capable of training new hires in mortgage loan underwriting and/ or compliance review.
  9. Successful Completion Criminal Screening.

THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING.
