JOB TITLE: IT Project/Programme Manager
TYPE OF CONTRACT: Regular Consultant

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Executive Director has identified Leadership in Emergency Response as one of the WFPs five priorities. Under this priority the TEC Emergency Preparedness and Response branch is continuing to realign the various services the Technology Division (TEC) provides to WFP and the wider humanitarian community under mandated (ETCluster) or bilateral services (FITTEST). Under the Emergency Telecommunications Cluster the identification and the forthcoming 2020 Strategy will continue to pave the way for WFP to sustain its leadership in emergency response on the technology domain. Under FITTEST it aims to continue to provide the required augmented capacity services from security telecommunications and core infrastructure services to digital assistance services. Furthermore TEC is embarking on establishing the leadership in the use of UAS (drone) technology in the humanitarian community to support various programmes from preparedness to response to resilience. All three areas work on ensuring local capacity building and/or joint collaboration efforts in the countries of operations while working with private sector government NGO and UN agency partners ensuring SDG17 goals are met in the process. The Project Portfolio Manager will report to the Chief of Emergency Preparedness & Response branch (TECF) and will work closely with the other TEC Branches (including office of the CIO) to support both strategic and operational implementation of the priority initiatives with the aim to maintain and continue to build our leadership in emergency response. The incumbent will apply his/her portfolio knowledge budget expertise project experience and relationship management skills and establish the portfolio management process and with the support of the various TECF Heads of Units coordinate the project portfolio which serves as the information base about all projects services organizational financial and performance data in conformance with TEC standards.

ACCOUNTABILITIES/RESPONSIBILITIES:
Within TECF oversee the implementation of project standards set by TEC and provide project control and process support to TECF stakeholders;
Provide the supporting framework for establishing direction and the appropriate investment mix based on efficiencies degree of risk and effectiveness for TECF areas;
Support Resource Management in the coordination of funds management in conjunction with TECR to control the availability and sourcing of project funds;
Support Change Management in understanding the current and future demand for

human resources to support the ITenabled investments and identify shortfalls and contention;
Enable definition and evaluation of business cases and communicate investment
decisions based on the overall portfolio view and the individual project suitability
scores;
Monitor review and report on project portfolio performance providing a comprehensive and accurate view of the performance of the project portfolio in a
timely fashion to enable review by TEC management and key stakeholders of
TECFs progress toward identified goals and requesting for reprioritization as
needed;
Tracking TECFs projectbased Work Plan deliverables completion and outcomes;
Perform any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:
Oversee operationalization of the project management tool within TECF management coverage in conjunction with TECR;
Programme plans updated and refined for the portfolio implemented;
Develop any implement the issue resolution strategy for handling risks and issues;
Portfolio performance tracked and reported.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in IT or related field
Experience:
At least 8 years of experience in Programme and Project Management in IT related environments;
Ability to work with precision under pressure on multiple activity streams;
Ability to work autonomously with minimal supervision as well as to cooperate within a team with predefined reporting lines;
Proven ability to plan manage and report on budget and resource consumption for large programme and projects with multiple streams or multiple projects;
Previous experience in international contexts with coordination of multiple workgroups will be considered a plus.
Knowledge & Skills:
General knowledge of and experience in international organizations would be an asset. ITIL and COBIT certifications would be desirable. Baseline IT Security knowledge would be a distinct advantage.

Languages:
Fluency (level C) in English language. Intermediate knowledge (level B)
