Description

Summary:
Language Instructional Developer for the Special Operations Forces Language Office (SOFLO) to provide foreign language Program of Instruction (POI)/curriculum development for Russian language training in support of USSOCOM SOFLO and the Special Operations Forces TeleTraining System (SOFTS).

Specific duties may include but are not limited to:

  • Russian Language Instructional Developer to include but not limited to syllabi assessments and supporting documentation to ensure materials can be implemented as intended for foreign language instruction to adult students via SOFTS. Curricula and materials developed are for adult military personnel. Instructional content will be designed primarily for delivery in video conferencing over the internet (SOFTS) oneonone tutorials and small group seminars. The POI/curriculum development will support SOFTS training which will result in students ability to function at approximately ILR level 1 in speaking and participatory listening skills as measured by the Oral Proficiency Interview (OPI).
  • Develop Training Support Packages for Russian foreign language instruction which include POI/curriculum development.
  • Develop material for SOFTS instruction which results in Russian learners ability to function at ILR level 1 as measured by the OPI.
  • Provide ongoing assessment and analysis of Russian foreign language instruction programs for recommend changes and assist in implementing changes.
  • Produce new and improve existing language POI for joint SOF (SOFTS) using a recommended 5 (five) step process which identify methods and actions required to develop good curriculums (Annex A). The Government recommends using this approach for this effort and if more information on the approach is needed the contractor will notify the COR for clarification.


Requirements

Required qualifications:

  • Minimum Mandatory Training Development Experience:
  • Must have conducted needs assessments using a variety of assessment methods and must have designed and developed synchronous and asynchronous learning developing blended learning solutions developing project plans managing multiple projects meeting project deadlines communicating with stakeholders and working in a team environment.

Education and Experience:

  • At least 2 years of recent (completed within the last 18 months) experience teaching foreign language or developing language curriculum at the secondary level or higher (a minimum of 200 classroom hours) and a masters degree in foreign language teaching secondary education applied linguistics or a closely related field to be approved by Government.

OR

  • At least 6 years of recent (completed within the last 18 months) related experience teaching or developing language curriculum at the secondary level or higher (a minimum of 600 classroom hours) and a masters degree.

OR

  • At least 6 years of recent (completed within the last 18 months) related experience teaching or developing language curriculum at the secondary level or higher (minimum of 12 week course) a bachelors degree and documentation showing that the instructor taught at least three 36 month courses in ILR 1 to ILR 2 or 69 months in ILR 2 to ILR 3 to military students and the average test scores exceeded the goal by at least a half point (i.e. 2/2 for a 2/2.

English Language Qualifications:

  • Completed formal study of the English Language and achieved the score indicated on any of the below:
    • At least ILR level 2 as measured by DoD test.
    • A score of 573 on the Test of English as a Foreign Language (TOEFL) PBT or TOEFL iBT score as follows: 89 minimum overall and at least 21 each in Reading Listening Speaking and Writing.
    • A score of no less than 89 on the English Comprehension Level (ECL) test.
    • At least a proficiency level 2 or AdvancedHigh (ACTFL) on an OPI.

Target Language Qualifications:

  • Senior Instructor will possess general professional proficiency (a language rating of ILR level 3 or ACTFL Superior) or higher in the specified foreign language.
  • Proficiency will be demonstrated by one of the following:
  • Oral Proficiency Interview (OPI) or 2skill OPI from the DLIFLC.
  • An interview certified by the American Council on the Teaching of Foreign Languages (ACTFL).
  • Defense Language Proficiency Test.
