Job Description
Reporting to the Storm Water Compliance Manager the Water Resources Specialist is responsible for the administration compliance and enforcement of Virginia Techs Virginia Pollutant Discharge Elimination System (VPDES) Permits. Responsibilities include: developing maintaining administering evaluating and enforcing the Virginia Tech Municipal Separate Storm Sewer System (MS4 Program. Assist with the industrial stormwater nonmetallic mineral mining and construction general permit programs. Assisting with the administration and enforcement of the Virginia Stormwater Management Program (VSMP) and the Virginia Erosion and Sediment Control Program (VESCP) for regulated land disturbing activities through the Virginia Tech Annual Standards and Specifications Erosion and Sediment Control and Stormwater Management incorporating: Virginia Stormwater Management Act (VSMA); Virginia Stormwater Management Program (VSMP) Regulations; Virginia Erosion and Sediment Control Law (VESCL); and Virginia Erosion and Sediment Control Regulations (VESCR). Performing and overseeing investigations inspections and reporting on facilities projects or incidents to determine compliance with all applicable local state and federal laws and regulations.
Required Qualifications
Bachelors degree in water resources environmental policy and planning environmental science natural resources or related field or equivalent combination of education and/or experience.
Knowledge of Virginia MS4 permit regulations.
Knowledge of and experience working with the Virginia Stormwater Management Program (VSMP) and the Virginia Erosion and Sediment Control Program (VESCP).
Knowledge of the Virginia Stormwater BMP clearinghouse specifications.
Proficiency with current office computer software including word processing and spreadsheets.
Ability to apply knowledge of laws regulations policies and procedures to programs; handle multiple priorities; and analyze problems and develop effective solutions.
Ability to communicate effectively and work in a team environment.
Ability to work in tight spaces (manholes vaults trenches pipes. etc.; traverse steep uneven and soft terrain creeks/streams and construction sites; climb and work off of ladders and manhole steps; and work outside in various weather conditions.
Ability to safely move and handle manhole and vault lids up to 50 lbs.
Preferred Qualifications
Experience with Commonwealth of Virginia MS4 Program for municipalities or universities.
Experience with MS4 programs and their Minimum Control Measures.
MCM1: Public Education and Outreach
MCM2: Public Involvement and Participation
MCM3: Illicit Discharge Detection and Elimination
MCM4: Construction Site Stormwater Runoff Control
MCM5: Postconstruction Stormwater Management in New Development and Development on Prior Developed Lands
MCM6: Pollution Prevention and Good Housekeeping for Municipal Operations
Experience with outfall and Best Management Practice (BMP) inspections.
Knowledge of and experience working with the VSMP Construction General Permit the Virginia Tech MS4 Program the Virginia Tech Annual Standards and Specifications for ESC and SWM Stormwater Record Reports and GIS.
Experience with erosion and sediment control (ESC) and stormwater management (SWM) plans.
Experience working with and/or leading student workers in a professional/technical environment.
Ability to obtain a Virginia Department of Environmental Quality Combined Administrator certification for ESC (Erosion & Sediment Control) and SWM (Stormwater Management) within one year of hire date.
