Leidos is seeking a leader to serve as Senior Program Manager (PM) leading a large complex missioncritical program whose purpose is to develop modernize enhance operate and maintain services for Customs and Border Protection (CBP) systems. This program develops applications using agile methodologies and software development technologies and practices for scaled DevSecOps. The program will be optimizing performance in the cloud enhancing capabilities while sustaining legacy systems and automating and evolving with AI/ML to continue to modernize the systems. In addition to the applications there is a strong focus on user experience and security. This includes an enterprise portfolio of more than 40 systems inclusive of lowcode/nocode COTS ERP and custom systems including Salesforce Service Now Maximo and other systems for asset management case management and other applications to serve the various end users.
The Senior PM will be ultimately responsible for delivery of all functionalities to the CBP. They will be fully accountable to CBP OIT Senior Leadership to provide strategic advice planning and guidance on maintaining modernizing and optimizing performance of a portfolio of applications and systems. The PM will represent the voice of the customer to Leidos and will work with the customer to understand prioritize and communicate their mission support needs to application/system product owners and to manage and prioritize the capabilities and features added to the customers portfolio. The PM will help set the technical vision and roadmap for the applications/systems in the CBP portfolio and will be responsible for converting CBP strategic objectives into portfolio capabilities.
The selected PM will build and direct a worldclass team of talented individuals to support this nationalscale program. The PM will be responsible for the cost schedule and technical performance and will serve as the Leidos single pointofcontact for all contractlevel issues. The PM will provide the planning direction coordination and control necessary to accomplish all work requirements and task orders; and manage and oversee all activities performed by contractor personnel including subcontractors to satisfy the contract requirements.
Primary Responsibilities:
The Senior Program Manager will:
Lead manage coach and mentor a staff and leadership team of more than 400 personnel including subcontractors. Manage hiring professional development and issue resolution for the program.
Develop and implement longterm IT roadmaps and strategy and monitor alignment of tactical activities to the longterm roadmap and strategy.
Utilize expert communication skills to direct the skilled technical resources and report on overall program performance resolving complex problems to ensure successful .
Represent Division leadership as a senior representative/interface for customer engagement.
Collaborate with the Deputy Program Manager and other Key Positions on the program in supervising all program activities and ensuring that all activities are aligned with the PWS objectives.
Directly contributes to program efforts in several areas including cost management/avoidance schedule estimation and tracking contract performance management risk management requirements analysis and quality assurance activities.
Oversee daily operations ensuring on time deliverables managing recruitment hiring and training processes for employees supervising staff and maintaining uptodate comprehensive quality control programs for a largescale development program.
Plan/lead program reviews and briefings; identify and report on issues or related problems and potential risks. Identify mitigate and control risks. Drive process improvement and innovation and organizational change.
Engage employees executives and customer leaders on a routine basis to fully understand customer requirements and employee capabilities.
Maintain currency on relevant tools and technologies and provide inputs for white papers and proposals.
Basic Qualifications:
Active Project Management Institute (PMI) Project Management Professional (PMP) certification or DAIWA or FACP/PM Level II or III Program Manager Certification.
Experience managing projects using software development life cycle models (SDLC) such as CMMI modern SELC models such as SAFe Agile and/ SecDevOps.Solid understanding of SDLC models and both Agile and traditional project management practices and the ability to blend them together in the right proportions to fit a project and business environment.
Experience with cloud enabled solutions architecture development and as a Service offerings.
Experience serving as a Program/Project Manager leading and supervising a large multidisciplinary staff of various labor categories and skills.
Must complete a CBP Background Investigation.
Preferred Qualifications:
Masters Degree in related field.
Customs and Border Protection background investigation (current or prior)
Department of Homeland Security experience with the CBP TSA FEMA and/or ICE.
Experience delivering IT solutions for government organizations like DHS or CBP
Managing applications in cloud environments including hybrid and/or multicloud deployments.
Demonstrated experience with AWS and/or Azure Cloud Services
Demonstrated experience with NIST SP 800 series or ISO 27000 series documents for information security management and risk assessment.
Demonstrated experience with Agile at Scale Methodologies such as SAFe or Disciplined Agile
Education & Experience:
Requires a BS Information Technology Computer Science Information Systems or related Engineering) or equivalent experience and 15 years of prior relevant experience or Masters with 13 years or prior relevant experience.
10 years of experience supervising or leading teams or projects.
