LongTerm Housing Manager

FTE: 1.0 40 hours per week)

Starting Pay: $22.95 24.54

Position Supervision:

This position reports to the Director of Operations and supervises two onsite property managers at Sponsorsowned properties.


Job Description:

The LongTerm Housing (LTH) Manager is responsible for the management and operations of Sponsors selfmanaged longterm housing properties. This position works in close collaboration with residents and staff across the organization and is an integral member of the Sponsors team. The LTH manager carries out the mission of Sponsors by assisting individuals to make a successful reentry into the community after incarceration.


Responsibilities

Team Leadership and Staff Supervision

  • Lead and represent the property management effort within Sponsors
  • Provide direct oversight and supervision for onsite housing managers at Sponsors selfmanaged properties
  • Maintain regular communication with and provide support to onsite housing managers in order to problemsolve tenant issues offer guidance and direction and ensure roles and responsibilities are clear
  • Coordinate and communicate with onsite housing managers to address resident needs in an effort to support housing stability and mitigate lease violations
  • Conduct employee evaluations and engage in regular performance management
  • Coordinate and facilitate regular property management staff meetings
  • Coordinate with management staff to facilitate the ongoing training and professional development of housing management staff across the Sponsors program

Maintain Leases Units and Notices

  • Maintain current housing rosters for all longterm properties. Track unit availability; develop and execute a consistent and equitable process to notify participants and staff about open units and steps to apply
  • Receive and screen housing applications; communicate with the Operations Director Case Management Team Reentry Resource Center staff and other departments/programs as appropriate before making unit offers.
  • Execute leases manage and issue keys conduct movein walkthroughs and organize and maintain tenant files
  • Maintain annual lease renewal process that includes income recertifications
  • As necessary post notices and address lease violations in a manner consistent with landlordtenant law and with Sponsors values
  • Maintain timely and consistent followthrough on all communications including resident complaints and official postings/notices
  • Manage and oversee unit turnover. Ensure rooms are cleaned appropriately by the exiting resident conduct exit walkthroughs with departing tenants coordinate additional cleaning/repairs as necessary store property as required by landlordtenant law; approve deposit refunds as appropriate and in accordance with an exit walkthrough checklist
  • Maintain a close working relationship with the Admin/Finance Department regarding deposits invoicing rent and closing out accounts upon tenant exit.
  • Maintain consistent communication with the Admin/Finance Department to inform fees associated with unit move in/move out payment plans rental assistance and other matters related to rent collection.
  • Implement and manage longterm housing program processes and procedures to meet participant and organizational needs under the direction of the Operations Director.


Section 8 Program:

  • Oversee general administration of Section 8related responsibilities across Sponsors properties
  • Complete and submit Requests for Tenancy Approval (RTAs) to Homes for Good in a timely manner
  • Schedule and coordinate Housing Quality Standards (HQS) inspections (coordinate w/inspector post notices if shared housing inform onsite property manager (as applicable)
  • Communicate with finance department regarding movein dates rents subsidies
  • Maintain regular communication with Homes for Good regarding tenants holding Section 8 vouchers

Property/Maintenance Supervision

  • Serve as point person for tenant communications related to facilities management and maintenance
  • Respond in a timely manner to all tenant communications and requests
  • Submit work orders for maintenance needs
  • Coordinate with maintenance and procurement staff to address necessary repairs and to communicate moveout/movein dates so that necessary renovations/repairs can be scheduled in a timely manner and ensure units are movein ready
  • Coordinate regular inspections to ensure longterm property upkeep (interior and exterior including landscape). Develop a proactive schedule to conduct periodic walkthroughs (interior and exterior) to identify potential areas of need ensure adherence to relevant safety regulations and assess tenant compliance with propertyrelated lease requirements
Requirements

Skills and Knowledge:

  • Working understanding of affordable housing and Fair Housing Law
  • Knowledgeable about and supportive of Sponsors mission and values; committed to advancing social justice in our community
  • Ability and willingness to employ flexibility and creativity to support Sponsors residents in maintaining their ongoing housing stability
  • Strong ability to maintain clear timely communication with colleagues partners and tenants
  • Ability to maintain patience and humility in the face of a challenge; ability to communicate with individuals in escalated situations
  • Excellent time management and organizational skills
  • Ability to excel independently and as a member of a team
  • Ability to act with integrity professionalism and confidentiality

  • Proficient with Microsoft Office Suite webbased data management systems or similar software


Education and Experience:

  • 2 years of experience providing staff oversight guidance and training to a team with varied levels of professional experience is strongly preferred
  • 2 years of experience with the consistent and equitable application of LandlordTenant Law is strongly preferred


Additional Requirements:

  • Must possess (or obtain upon hire) a current stateissued drivers license
  • Must have access to a reliable and insured vehicle for use during work time. (Mileage for workrelated driving will be reimbursed.
  • Driving will include the following purposes and locations:

Property visits to meet with tenants or Onsite Managers deliver notices and perform unit walkthroughs and inspections.

Lane County Courthouse for court filings

Other locations in the EugeneSpringfield area as necessary

Work Environment:

  • The incumbent typically works in an office environment and uses a computer telephone and other office equipment as needed to perform duties.
  • Visits housing locations to perform inspections post notices and perform other duties required at multiunit housing facilities.
  • May encounter individuals experiencing distress
  • Formal public settings including the Lane County Courthouse
  • May encounter frequent interruptions throughout the workday


Physical Demands:

  • Walking up and down stairs
  • Sitting or standing at a desk for prolonged periods of time.
  • Noise level in the work environment is typical of that of an office environment.
  • Sitting standing and speaking in public settings including court proceedings

Postconviction Supervision Status

Successful candidates for this position must not be on parole or probation and cannot be in a diversion program (e.g. SB416 Treatment Court DUII Diversion Restorative Justice).
