Job Description

JOB OVERVIEW:
The Philadelphia Department of Public Health (PDPH) through its Public Health Preparedness
Program (PHP) within the Division of Disease Control is the lead administrative and planning
agency for public health emergency preparedness and response in the City of Philadelphia. BT
PHP is responsible for establishing local public health preparedness priorities; developing and
testing response plans; coordinating with local state and federal partners; and managing the
public health response to real events.

The Preparedness Analyst will support planning initiatives through research data analysis
evaluation of current plans and protocols and development of evidencebased preparedness
and response strategies. The analyst will lead risk assessment and vulnerability analysis
activities to characterize the public health hazards facing Philadelphia.

This position is fulltime Monday through Friday 8:30 a.m. to 5:00 p.m. with occasional work
after hours and on weekends to support Program activities. This is a grantfunded position;
continuation of the position is contingent upon sustained funding. All City and Cityembedded
employees should expect to work in the office or in the field fulltime as of July 15th 2024.

This job may require moderate physical effort including lifting materials
and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75
percent of the time. The position requires responding to public health emergencies on short
notice and some afterhours activities to achieve Program objectives.

This position reports to the Public Health Preparedness Program Manager

*RESPONSIBILITIES:
Manage and conduct data collection analysis reporting and related trainings to
support Program objectives response operations and annual . Duties
include:
o Managing data collection and analysis for all response operations including
mass medication/vaccination clinics medical field clinics mass care shelters
and other responses as applicable
o Adapting or developing electronic data management systems to track
patient encounters; streamline population monitoring; and facilitate data
analysis staff responses and outreach and engagement.
o Updating the seasonal influenza vaccine administration database
conducting data analysis for all flu clinics and exporting vaccination records
for upload to the Citys vaccine registry.
o Liaising with other Division programs to facilitate data collection and
management activities.
o Collecting data and developing reports as needed to evaluate Program
activities.
o Developing and executing trainings for staff and/or volunteers in response
data collection methods.
Conduct hazard vulnerability analysis focusing on prioritized public health risks and
using census health surveillance and other data sources to identify highrisk
populations and geographic areas across multiple hazards.
o Utilize geographic information systems (GIS) to interpret analyze and visualize
data.
o Liaise with Program staff to incorporate findings into Program directives and
projects.
o Annually review and update the Public Health Jurisdictional Risk
Assessment incorporating lessons learned from recent responses or
analyses.
Develop implement and maintain evaluation methods and metrics for Program
planning exercise and response activities.
Develop standardized protocols for managing data and developing reports and
visualizations to support or evaluate Program activities.
Build capacity in geographic information systems to interpret analyze and visualizeresponse and vulnerability data and determine optimal site selection for specific
responses.
Assist in the development implementation and maintenance of evaluation
methods and metrics for Program planning exercise and response activities.
Liaise with other Program staff to assess data needs to support specific initiatives
inclusive of management of Program REDCap and data projects.
Serve as a core member of the response team for the Department for a variety of
emergencies.
Other duties as assigned.

SKILLS:
Quantitative and qualitative research skills
Working knowledge of Microsoft Office applications.
Strong written and verbal communication skills.
Detailoriented with excellent organizational skills.
Ability to communicate effectively and work with various teams and people.
Flexibility professionalism and the ability to manage multiple projects
simultaneously are highly valued attributes.

EXPERIENCE:
1 year experience in a public health or dataoriented professional setting
Experience with statistical programming; data collection analysis and visualization
methods and systems; and geographic information systems (GIS).

  • Systems include SAS and/or R REDCap and ExcelExperience with geocoding spatial analysis and mapping or the ability to learn these
    skills.
  • Systems include ArcGIS Pro and ArcGIS Online and associated tools

EDUCATION REQUIREMENT:
Masters degree in a scienceoriented field with an interest in public health or
emergency management.

SALARY:
Salary is commensurate with experience and qualifications. This position comes with a
comprehensive benefits package consisting of medical and dental coverage and paid sick
vacation and personal time and a retirement plan.
Salary: $60000 $70000
