GENERAL DESCRIPTION:

The Wyoming Public Service Commission seeks a qualified attorney to serve as part of its legal counsel team. The Commission is deeply involved in the fastpaced and quickly evolving issues related to various energy generation resources energy storage and transmission at a time when the public utility industry is experiencing significantly increasing demand from industrial data center and blockchain customers. The Commission directly participates in the all of the above approach to energy generation including carbon capture utilization and storage advanced nuclear development and other innovative solutions to growing energy consumption. As part of the legal counsel team the successful candidate will provide advice to Commissioners and Commission Technical Staff on issues related to state and federal public utility regulation. This position manages contested case proceedings including investigation of utility applications and conducts public hearings as an administrative hearing officer under the Wyoming Administrative Procedure Act. The attorneys in the Wyoming Public Service Commission office have the opportunity to develop legal skills in this exciting area of the law.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Acts as legal counsel for the Commission case manager and hearing officer in contested case proceedings.
  • Coordinates and leads investigations of utility applications by assigned technical staff.
  • Prepares investigative information requests directed to applicant utilities and other parties. Conducts contested case proceedings including scheduling discovery and filing deadlines preparation of procedural orders presiding over public hearings and preparation of draft final opinion orders.
  • Prepares administrative rules for promulgation presides over rulemaking hearings prepares responses to written comments on proposed rules and oversees the filing of adopted rules with the Wyoming Secretary of State.
  • Monitors federal and state legislative and rulemaking activity relevant to the regulation of Wyoming utilities and advises the Commission of implications to Wyoming utilities and regulation thereof.

Qualifications


PREFERENCES:

Preference will be given for knowledge of state and federal law applicable to the regulation of public utilities.
