Position Summary

The Manager of Benefits is responsible for the overall administration of the companys benefits programs including health and welfare benefits retirement programs 401(k) ESOP and paid time off programs. This position will work closely with internal business partners across the organization to continually enhance and improve HACs benefits offering for employees and their families while ensuring programs remain innovative competitive financially sustainable and aligned with strategic business objectives.

Essential Duties & Responsibilities

  1. Responsible for the administration and compliance for all corporate benefits programs including health and wellness benefits (medical dental vision FSA HSA) COBRA disability life insurance ESOP pension 401(K) equity and paid time off programs.
  2. Partner with the broker of record to contract with benefit plan providers for services recordkeeping regulatory compliance and plan administration. In coordination with the broker of record resolve administrative problems with the carrier representatives and respond to employee concerns.
  3. Develop and present recommended benefit plan changes to the CHRO.
  4. Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fee payment for 1095 ACA and Form 5500s.
  5. Audit benefit plans for compliance with government regulations. Prepare and facilitate all YTD audits for health and welfare plans retirement 401k and ESOP in coordination with CHRO and external auditors.
  6. Prepare and communicate information to employees and former employees about the programs procedures changes and governmentmandated disclosures.
  7. Coordinate the resolution of claims enrollment and eligibility issues.
  8. Audit reconcile and coordinate with finance/ payroll the remittance processes for benefitrelated invoices including union related data census reporting and payments.
  9. Manage annual benefits open enrollment process.
  10. Oversee leaves of absence and disability programs and processes.
  11. Maintain all plan documents and benefit records.
  12. Develop recommend and monitor budget allocations for all employee benefits programs.
  13. Prepare yearend budgets for vacation holiday nonpay dollars and health and welfare.
  14. Other duties as assigned by the Chief Human Resource Officer.

Supervisory Responsibilities

The Manager of Benefits will directly manage Leave Administrator and Analyst.

Education & Experience

  • Requires Bachelors degree in HR Business or related field or equivalent work experience that provides extensive knowledge of fundamental theories principles and concepts plus 5 to 7 years of relevant work experience with benefits administration and compliance.
  • Advanced knowledge and experience in Excel and Microsoft Office.
  • Experience with Paycom UKG or ADP preferred.
  • Requires experience managing a selffunded health plan and ERISA.

  • Knowledge of all pertinent federal and state regulations filing and compliance requirements both adopted and pending affecting employee benefits programs including the ACA COBRA FMLA Section 125 ERISA Medicare and Social Security.

  • Ability to maintain the confidentiality of protected information.
  • Ability to work effectively with a diverse and distributed workforce.
