Capital Project Officer

The Capital Project Officer reporting directly to the Senior Infrastructure Engineer is responsible for the delivery of all project stages for the Capital Plan for transportationrelated capital projects as assigned; ensuring projects are completed within budget and in compliance with all applicable specifications standards and regulations. The management of other special projects service enhancements and initiatives are also a key part of this role.

KEY DUTIES AND RESPONSIBILITIES

Project Preparation 15

  • Prepares and reviews requests for proposals and tender documents to support projects.
  • Defines the project scope and conducts design review land acquisition permitting construction coordination and administration site inspections change order management financial monitoring and asbuilt drawing review and acceptance.
  • Participates in the procurement process and leads the selection of consultants and contractors.
  • Provides timely review of engineering design and contract documents.
  • Prepares tender documents and helps in the generation of requests for proposals required to support projects.

Project 20

  • Executes all stages of projects as they relate to the Capital Plan and other strategic initiatives.
  • Ensures costeffective project delivery is achieved by being actively involved in all aspects of a project exploring alternative and innovative project delivery methods and utilizing internal talent and resources where possible.
  • Adheres to appropriate standards for proposed construction projects and review designs for compliance with all Alberta Transportation specifications and all Provincial and Federal Environmental acts and regulations.
  • Liaises with Operations to ensure all operational requirements and inputs are included in the design.
  • Conducts research alternative innovative construction and project delivery methods.
  • Supports the Manager Engineering Services in preparing the MultiYear Capital Plan as required. This includes but is not limited to performing assessments on roads bridges and drainage projects in addition to any other assignments.
  • Collaborates with other Sturgeon County Staff and assists with project management duties to ensure a consistent project management approach is applied throughout the County.
  • Develops communication plans including the development of notifications to landowners signage website updates and other mediums as required.
  • Coordinates with all stakeholders including consultants contractors and internal resources to ensure project success.
  • Verifies quantities and ensures all specifications are met as per the tender document.
  • Coordinates all preconstruction progress post construction and applicable site meetings.
  • Liaises and responds promptly in a positive manner to internal and external customer requests for information regarding transportation capital projects.
  • Performs construction completion and final acceptance inspections and issuance of respective certificates.
  • Completes all project closure requirements.

Project Monitoring Analysis and Recommendations 25

  • Prepares and updates project schedules and plans for assigned projects (can include project charters scope statement work breakdown structure schedules and estimates).
  • Maintains a project status issues log and report to the Manager Engineering Services and above on a regular basis as to the current status of all projects assigned.
  • Monitors and reports budgets and identify variances and yearend projections.
  • Prepares monitors and reports on construction progress schedules and identification of any variances during all phases of work.
  • Reviews project implementation and provides feedback to consultants contractors and the Manager Engineering Services on quality compliance scheduling and overall project delivery performance.
  • Reviews and approves all progress and final payments.

Project Management 25

  • Collaborate with program managers to develop and implement strategies for asset management focusing on optimizing the life cycle of assets.
  • Coordinate with various stakeholders to prioritize and sequence projects.
  • Ensure compliance with local regulations industry standards and best practices.
  • Gather and analyze data related to asset management.
  • Use datadriven analysis to make informed decisions and recommendations.

Issue Resolution 10

  • Ensures that Sturgeon County worksite policies are followed and that contractors rectify any construction related deficiencies or complaints from the public.
  • Reviews drainage concerns and makes recommendations to address through either operating or capital budgets.
  • Negotiates and obtains agreements with utility companies and landowners as required to support road construction projects.
  • Evaluates recommends and resolves project changes and deviations.
  • Negotiates with contractors with respect to the requirements for project scope changes and schedule variances and resolves disputes in accordance with the tender provisions and County bylaws policies and processes.

Other Related Duties 5

  • Completes special projects as required.
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
  • Adheres to all of Sturgeon Countys policies bylaws procedures and processes as well as aligns work to the Sturgeon County values.

KNOWLEDGE EDUCATION QUALIFICATIONS SKILLS ABILITIES AND EXPERIENCE

Required:

  • Knowledge of Alberta Transportation and environmental regulations.
  • Understand and the application of Municipal Development Area Structure Plans and land use bylaw statutory plans the Municipal Government Act in managing projects.
  • Familiarity with road and drainage design and construction techniques.
  • A postsecondary degree in Civil Engineering. Equivalencies of education and experience may be considered including Civil Engineer Technologist.
  • A valid class 5 drivers license with an appropriate drivers abstract.
  • Ability to read research follow and understand processes procedures and policies to perform work in accordance with expectations.
  • Ability to exercise and apply sound judgment analyze and solve complex problems take initiative and make informed decisions.
  • Ability to prioritize and manage time effectively working well and effectively under pressure while meeting deadlines including strong project management and organizational skills and the ability to motivate others towards achieving a common goal.
  • Proven ability to reach agreement with others in an objective logical and sensible manner.
  • The ability to work efficiently and effectively either independently or in a team environment.
  • Communication skills with the ability to communicate effectively in writing and verbally.
  • Strong work ethic and highly motivated with the ability to work in a fastpaced environment and respond to action requests and competing deadlines in a timely manner.
  • Proficiency with MS Office suite of products.
  • Ability to read and extract information from technical report site plans and engineering drawings.
  • A minimum of three 3 years of relevant experience in transportationrelated capital projects including experience with air photos and technical design and construction drawings.

Assets:

  • A project management certificate is an asset.
  • Designation as a Certified Engineering Technologist (C.E.T) or Professional Engineer (APEGA) is preferred.
  • Project Management Familiarity with AT Specifications and Standards ability to negotiate favourably to the county Audit quantities from progress payments.

WORKING ENVIRONMENT AND PHYSICAL EFFORTS

  • This position works primarily indoors in an office or officelike environment and will require visits to worksites within the County.
  • The working environment is deadline driven and involves multitasking and managing priorities.
  • This position has limited physical requirements of an office or officelike environment including standing walking bending and reaching as needed.
  • Interruptions and distractions occur but are not expected to interfere with the ability to complete the work required within the office or officelike environment.
