Title:
Acquisition Program Support EngineerKBR is seeking an Acquisition Program Support Engineer to be part of our team supporting our customer in Chantilly VA that delivers missioncritical capabilities directly supporting intelligencegathering missions from overhead systems. We command spacecraft and process the resulting collected data into useful information distributed to US Government Intelligence Community and Military users.
The Acquisition Program Support Engineer serves as an advisor to support the Government in defining new mission requirements conducting performance and cost trades and conducting source selection activities across multiple mission domains. The Ground Enterprise embraces innovation and agile software development in a relentless effort to meet intelligence needs and shorten the timelines to provide actionable critical information to US Government decisionmakers. This is a position of trust advising the Government sourceselection authorities very large cost programs of unprecedented complexity.
Specific responsibilities will include:
Writing the Statement of Work for an upcoming major system acquisition (MSA)
Defining proposal acceptance criteria monitoring developers cost schedule and performance during reviewing CDRLs and providing innovative acquisition recommendations to solve challenging issues with the optimal courses of action
Overseeing Task Order on large IDIQs developing enterprise software and services and delivering platforms and frameworks
Advising Contracting Officer Technical Representative (COTR) on developer performance through cost schedule and performance analysis and evaluation
Translating Agile software development Solution Epics into system requirements and decomposing highlevel artifacts into achievable program epics for developer release planning
Identifying risks and providing unique courses of action to solve complex technical problems
Reviewing contractor submissions for technical accuracy and providing government personnel detailed critical analysis.
Required Qualifications:
Active TS/SCI with CI Polygraph
BS/BA 10 to 12 years or MS/MA 8 to 10 years or PhD 5 to 7 years
Experience with IC and DoD program software acquisition lifecycles
Experience with preacquisition through contract regulations processes tools and guidelines.
Experience conducting analysis of Alternatives (AoA) and Trade Studies
More than five years of experience in Systems Engineering Technical Assistance (SETA) with focus on acquisition support (structure of contracts of task orders and IDIQ contracts the government competitive acquisition process)
Desired Qualifications:
Experience with National Reconnaissance Office missions systems and operations
Experience using Confluence JIRA Atlassian commercial tools
Experience or training with agile software development and acquisition approaches structures deployment methodologies such as Scaled Agile Framework for Enterprise (SAFE).
Experience with Department of Defense Architecture Framework (DoDAF) or Unified Architecture Framework (UAF)
Experience/certifications in /Systems Modeling Language (SysML)
