Job Description

Title:

Foreign Military Sales (FMS) Program Analyst

KBR is seeking an FMS Program Analyst and Administrative Assistant to join our Team! Responsible for assisting the Program Manager (PM) in the development and of Foreign Military Sales (FMS) efforts in support of PMA272 FMS Airborne Expendable Countermeasures (AECM) NAVAIR Jacksonville FL. This role prefers analytical and administrative experience.

Roles and Responsibilities:

  • Analytical and Administrative support for the FMS PM Logistics Specialist and Business Financial Manager from FMS PreLetter of Request (LOR) to Letter of Offer and Acceptance (LOA) development and implementation through FMS involving delivery of hardware and/or services and overall support of the Department of the Navy (DON) AECM FMS program.

  • Communicate effectively verbally and in writing with team members civilian and military leadership and leadership from foreign governments.

  • Analyze and evaluate on quantitative and qualitative basis the effectiveness in meeting program objectives and goals.

  • Conduct studies analyze findings and make recommendations to the FMS team regarding issues and processes. Analyze extract and identify trends and issues.

  • Gather review input maintain compile synthesize and analyze FMS case requirements to assist the Team with preparing price and availability estimates develop FMS case spend plans/budgets and FMS case estimated delivery schedules for AECM products and services.

  • Request review and track funding for products or services and assist with case spend plans/budgets.

  • Proactively monitor FMS case financial and delivery requirements and notify the PM of any issues and recommend corrective course(s) of action.

  • Review and provide updates as necessary to ensure acquisition plans are current and reflective of FMS case requirements.

  • Track FMS case deliverables and proactively identify and notify the PM of any issues and provide corrective action recommendations.

  • Assist the PM with FMS case development and in the applicable webbased applications.

  • Prepares and presents briefings presentations justifications correspondence and detailed reports to various levels of leadership and foreign officials.

  • Support the FMS team with foreign travel support to include guidance on Department of Defense Foreign Clearance Guide requirements theater clearance passports and team travel country specific antiterrorism plans.

Basic Qualifications:

  • Bachelors degree in engineering science or business administration or equivalent experience. In lieu of degree 8 years of experience is required.

  • Ability to perform the aforementioned duties.

  • Demonstrate experience at an intermediate or professional level with the following Microsoft Office products Excel PowerPoint Word.

  • Demonstrate experience using webbased applications and databases.

  • Familiarization with Lean Six Sigma methodologies.

  • Must possess or be able to obtain a secret security clearance.

Preferred Skills and Experience:

  • A minimum of 2 years of work experience conducting analysis and administrative support.

  • Have the ability to work effectively with highranking USG and FMS customers country representatives.

  • The candidate should demonstrate experience to perform a wide range of analysis development of worthwhile recommendations and prepare clear succinct reports for managements consideration.

Scheduled Weekly Hours:

  • 40 hours/week
