Job Description

Health and Safety Manager

Role Summary

The Health &Safety Manager reports directly to the CFO and is a key member of the seniormanagement team. The Health & Safety Manager is responsible for thedevelopment and implementation of safety and environmental policies proceduresand programs to ensure a safe and accidentfree work environment throughoutHHB. The Health & Safety Manager also supports the CFO in deliveringenterprise risk management conducts post incident investigations and workswith other members of the leadership to develop policy and procedures to mitigaterisks. The Health & Safety Manager is responsible for working with all HHBdepartments to ensure workplace hazards are eliminated and HHB operates incompliance with all safety and environmental regulations standards and codes.

Safety Leadership

Nurtures promotes and champions HHBs goal to have a worldclasssafety program.

Acts as a safety advocate by demonstrating excellent safety behaviorsfollowing regulatory practices and rules recognizing and promoting hazardreporting and ensuring effective safety reporting.

Models and promotes an organizational culture that fosters safetypractices through effective leadership; makes safety a top priority.

Analyzes technical data for trends related to hazards events andoccurrences.

Develops and implements safety policies procedures and programs thatpreemptively eliminate hazardous conditions.

Responsible for the development and management of strategies toensure OH&S cultural engagement efforts are supported implemented andaligned with HHB business strategies.

Identifies appropriate and reflective Key Performance Indicators tomonitor and evaluate the status of the overall OH&S program compliancewithin HHB and visibility of the performance.

Develops and perform risk assessments safety audits and ensuresadherence to regulatory compliance and conformance to OHS requirements.

Follows up to correct areas of noncompliance identified for HHBfacilities.

Responds to requests for onsite assistance or inspection ofhazardous or potentially hazardous conditions.

Participates in emergency preparedness and contingency planningactivities.

Maintains high visibility and close contact with employees toconsistently and continually reinforce safety standards.

Strategic Planning &Compliance

Plans directs and coordinates the safety management facets ofHHB.

Provides guidance and direction for the planning implementation anration of HHBs safety management system (SMS).

Develops and implements incident investigation data analysis andrecurrence prevention programs and procedures.

Develops and maintains the annual budget for safety.

Conducts investigations of internal safety events in accordance withthe procedures specified in the safety management systems manual (SMSM) of theorganization and has the authority to stop or prohibit any operation consideredto be unsafe.

Ensures that OH&S program guidelines are designed developed andimplemented according to provincial and federal labor laws and OH&S Act.

Safety Knowledge & Training

Tactfully provides information and advice to the senior managementteam and the Board of Commissioners on matters relating to safeoperations.

Acts as an information conduit to bring safety issues within theorganization to the attention of management and makes recommendations tomanagement regarding development of and changes to policies safety standardsand procedures at HHB.

Delivers safety information to the organizations staff contractorsand stakeholders and acts as a resource and advisor for HHB employees theJoint Occupational Health and Safety Committee and assists with incidentinvestigations as part of the investigation team.

Helps develop and conduct a wide range of specialized training andeducational programs for HHB employees on safe work practices WHMIS firstaid fire procedures and other safety related topics.

Attends professional development conferences to keep abreast of newand emerging changes to industry best practices Department of Labour issues orregulatory changes.

Risk Management

Lead the identificationcommunication measurement and management of companywide risks.

Conduct risk assessments toidentify current and emerging risks.

Continuously monitor and updatethe risk registers and appropriate risk tools.

Evaluate recommend andimplement process and procedure improvements to achieve greater effectiveness.

Provide guidance and trainingto promote risk control awareness ownership and accountability.

Support enterprise riskreporting requirements for management team

Relationship Management

Builds and maintains an excellent working relationship with theorganizations Joint Occupational Health and Safety Committee and representsthe organization on government local organizations and industry committees.

Develops and fosters positive partnerships with externalstakeholders regulatory authorities agencies and service providers such asSafety Services Nova Scotia Workers Compensation Board OHS Advisory SafetyCouncil HRM Fire Protection Department of Labour and Occupational Health andSafety division.

Interacts with operational personnel senior managers anddepartmental heads throughout the organization to ensure safety practices andpriorities are aligned and followed.

Works closely with contractors union representatives and employeesto identify and evaluate potentially hazardous conditions and formulaterecommendations for preventive or corrective action. .

Employs summer students interns and/or contracts staff as requiredto fully cover the position accountabilities with large projects or whenconstruction activity is high.

Innovation & ContinuousImprovement

Leads and promotes the continuous improvement of hazardidentification and risk assessment schemes and the organizations SafetyManagement System.

Continuously investigates opportunities to increase the efficiencyof processes and measures the effectiveness and seeks to continually improvethe quality of processes.

Works continuously with colleagues within HHB to improve processesand policies in support of HHB safety management goals.
