The expected starting base salary for this position is $121764 $131049 annually depending on a variety of factors including qualifications and experience.

This position is located in Vancouver but youll be able to work remotely up to 3 days a week. Our office is closed for the 11 statutory holidays in B.C. as well as Easter Monday and Boxing Day.

What youll be doing

The CRT Program Manager will manage the scope schedule resources dependencies communication and risk/issue resolution related to the CRT Program. This role will work closely with various internal parties and external delivery partners including different levels of leadership to ensure timely delivery and alignment of the CRT Program respective projects and business goals.

Key Accountabilities

  1. CRT Program Leadership and Delivery:
    • Ensure successful delivery of the CRT Ecosystem and its alignment to the BCCNM Strategic Plan and projects objectives.
    • Ensure the alignment and effective realization of benefits within CRT ecosystem.
    • Develop and execute a CRT Program roadmap that integrates CRM Finance Data & Reports and Document & Records Management components into a cohesive regulatory management solution.
  2. Management of Key Parties:
    • Build and maintain strong relationships with BCCNM and external team members including delivery partners and senior leaders.
    • Refine and manage engagement across a complex governance structure facilitating informed and timely decisionmaking across CRT.
  3. Project Oversight and Coordination:
    • Oversee the planning and delivery of individual projects with the CRT Program ensuring each project aligns with broader Program objectives timelines and budget.
    • Takes an active role in managing key project tasks as needed including management/mitigation of CRT RAID (risks actions issues and decisions) scope scheduling and resource planning.
  4. Change Management:
    • Support change management efforts to ensure process alignment and user adoption across CRT ecosystem.
    • Support development and implementation of change plans (including communication training documentation and knowledge transfer) by engaging with the Organizational Change Management (OCM) team and key parties to prepare users and impacted groups for pre/during/post delivery of the CRT ecosystem.
  5. Regulatory Compliance
    • Ensure the CRT integrated solution complies with all relevant regulations bylaws and standards. Additionally the solution is to be scalable and flexible to address future regulatory changes.
  6. Governance and Reporting:
    • Establish and uphold CRT Program governance structures including advisory groups decisionmaking protocols and reporting expectations.
    • Provide regular updates on CRT Program performance RAID and opportunities to CRT Leadership as well as BT Leadership and at other relevant CRT/BT forums.
  7. Vendor (Delivery Partner) Management:
    • Coordinate and oversee work performed by multiple system integrators and vendors engaged in CRT related work ensuring they deliver to scope schedule budget and quality.
    • Facilitate collaboration and resolve conflicts between vendor teams business and supporting functions.
    • Managing vendors and holding them accountable to contractual obligations and acceptance criteria including managing RAID items and engaging appropriate parties as needed.
    • Monitor vendor performance and compliance with contractual obligations.
  8. Continuous Improvement:
    • Drive the adoption of best practices in program and project management methodologies in collaboration with PBA and BT Portfolio Support Team.
    • Conduct retrospectives with CRT Program team and identify lessons learned and opportunities for improvement throughout the CRT program lifecycle.

Qualifications

  • Bachelors degree in information systems Computer Science Business Administration or related discipline plus recent project management experience or the equivalent combination of experience and education.
  • 10 years experience as a Program Manager in digital transformation with a track record of delivering complex system implementation programs in the public sector.
  • Strong expertise in managing CRM (Microsoft Dynamics) financial and document management system implementations.
  • Knowledge of enterprise IT integration data migration change management principles/practices and process improvement strategies.
  • Extensive experience in delivering programs using Agile Waterfall and Hybrid methodologies as well as system integration
  • Demonstrated experience in strong leadership communication and conflict resolution skills
  • Extensive experience in stakeholder management negotiation and problemsolving.
  • Proven ability to manage and collaborate with delivery partners ensuring alignment with project goals timelines and quality standards.
  • Experience transforming an organization from on premise to cloudbased environments.
  • Certification in Project Management (e.g. PMP or PRINCE2.
  • Strong understanding of public sector/health care industry regulations and compliance requirements is an asset with a proven track record of ensuring technical solutions align with these standards.
  • Regulatory compliance experience with proven track record of successfully navigating complex regulatory environments collaborating with legal teams and ensuring that all functional and technical requirements meet regulatory compliance is an asset.
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts including social economic political and historical realities impacting Indigenous communities and knowledge of Indigenousspecific antiracism and accompanying reports (e.g. The Truth & Reconciliation Commissions 94 Calls to Action 2015 the In Plain Sight Report 2020 and Reclaiming Power and Places Calls for Justice 2019 is an asset.
