What Youll Do

Under the direction of the Emergency Preparedness and Continuity Manager this is advanced professional and administrative work in the management of specially assigned programs or projects in the operation and/or planning of Emergency Management Continuity of Operations. This will include general knowledge and skills in the following EMD programs: Training Drills Exercises Planning and strong experience in Continuity of Operations (COOP). The employee will also be able to participate and support the emergency response organization (ERO)/Continuity of Operations Emergency Response Group (CERG) at the Pantex Plant. The Employee will support in developing schedules as described in process documentation consistent with the COOP Business Process Analysis (BPA/Business Impact Analysis (BIA) to ensure accuracy and understanding of the Pantex Mission Essential Functions (MEFS) Essential Supporting Activities (ESAs) and all interdependencies identified and incorporate a robust plan and strategy to ensure mitigations and processes in support of the Pantex COOP Program. Have the ability to support the documentation of specific Emergency Management and/or COOP processes.


Under the direction of the Emergency Preparedness and Continuity Manager Prepare reports procedures and documentation that supports the Pantex emergency management & COOP elements. The employee may be responsible for providing training that includes initial and refresher training on sitespecific hazards and protective actions for plant personnel contractors and offsite agencies. Assist with a comprehensive coordinated and documented program of training drills and COOP to ensure that preparedness activities associated with developing and maintaining programspecific COOP capabilities and a proficient ERO/CERG. Support with Exercises as needed including planning coordinating and conducting the annual emergency management COOP exercise with onsite response groups and offsite partners. Perform other duties and projects as assigned.

Independent judgment and discretion involve the comparison and evaluation of possible courses of conduct and having the authority to make an independent choice free from immediate direction with respect to matters of significance.

Minimum Job Requirements

  • Bachelors degree: Minimum 4 years of relevant experience. Typical experience ranging from 7 to 10 years.
  • OR Masters degree: Minimum 3 years of relevant experience. Typical experience ranging from 7 to 10 years.
  • OR PhD: No experience.
  • OR TWEVLE years of relevant education and experience may be used to satisfy the educations requirements.

Preferred Job Requirements

  • Demonstrate experience and knowledge of federal state DOE and corporate and plant requirements.
  • Experience in the application and instruction of personnel on operating policies and programs including Union Agreements employee concerns discipline processes and safety health and security standards.
  • Demonstrate oral and written communications skills and strong computer software skills.
  • Demonstrated experience in complex DOE Continuity Programs O150.1B.
  • Understanding of the National Essential Function (NEF) framework and the role within Continuity of Government (COG).
  • Understanding of Federal Continuity Directive (FCD) 1&2.
  • Ability to communicate and coordinate amongst all levels and organizations of the Pantex Plant and organize and interpret the information that is provided by the COOP analyst through the Business Process Analysis and support the outputs and interdependencies as part of the completion and coordination of the Business Impact Analysis. The information gathered from the BPA/BIA and Continuity Hazards Analysis will help create the foundation for a robust Pantex COOP Program that will ensure all established MEFS continue as identified by the Recovery Time Objective (RTO).
  • Several years of experience as a COOP Coordinator or alternate COOP Coordinator in DOE/NNSA.
  • Applicant will have success in establishing and maintaining a COOP program to include all requirements in DOE O 150.1B CRD.
  • Applicant will have a Business Continuity Professional or Master Continuity Practitioner certification through FEMA Professional Series or an equivalent qualification in the Continuity profession.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required candidate must complete a counterintelligencescope polygraph pursuant to 10CFR 709. Medical requirements may apply.
