Chief of Campus Police

Position Summary

The Division of Student Affairs at Walsh University has been structured to reflect the Universitys commitment to student development and retention. The Chief of Campus Police plays an integral role in actualizing this commitment.

The Chief of Campus Police is responsible for the organization operation supervision and administration of the Department of Campus Police which is a fully sworn police agency. The Chief of Campus Police provides administrative operational and budgetary direction to ensure a safe and secure community environment incorporating the principles of community policing. The Chief will manage the Universitys Parking Services coordinate compliance and student/employee training for all federally mandated campus safety requirements and be an active members of the Student Affairs staff. The Chief of Campus Police will maintain cooperative relationships with and assist other law enforcement agencies including the Stark County Sheriff North Canton Police Department and state or federal agencies and officials.

The Chief of Campus Police will demonstrate the ability to build a team and work effectively with multiple agencies students faculty staff and guests of the University. The Chief will participate in campuswide events such as Summer Orientations Welcome Weekend Homecoming Commencement and other assigned university events. Hours will need to be flexible and may vary based upon the week and activities planned. The Chief of Campus Police is directly supervised by the Vice President for Student Affairs.

The successful candidate will embrace his/her role as not only the Chief of Campus Police but as a director of a university department with the associated educationaland administrative responsibilities. The successful candidate can expect to address first line responsibilities at times particularly during the summer months.

Essential Duties and Responsibilities

The essential functions include but are not limited to the following:

• Lead campus emergency readiness and response for physical security across campus.
• Maintain Clery compliance and records in coordination with the Chief Student Conduct Officer.
• Manage the organization direction supervision and daytoday operation of the Campus Police department which operates 24 hours a day 365 days a year
• Ensure proper recruitment training certification and supervision of the officers of the Walsh University Police Force.
• Maintain effective collaborative and proactive relationships with local state and federal law enforcement agencies as well as other college and university police and security departments.
• Prepare and maintain records reports and correspondence in compliance with University business practices and local state and federal laws. Maintain confidentiality of reports and records and deal on a continual basis with extremely sensitive information regulating the proper sharing of that information.
• Coordinate and ensure compliance with all federally mandated crime reporting educational safety programming and constituent notification (print and web) for Walsh University.
• Ensure proper investigation of crimes reported to the department working closely with the Vice President for Student Affairs and the Chief Student Conduct Officer.
• Coordinate and assess the security needs for special events maintaining open communication channels with the Vice President for Student Affairs; Vice President for Athletics/Athletic Director; Director of Campus and Community Programs and other external sponsors as appropriate.
• Oversee the Universitys parking program which includes the development and distribution of parking decals appropriate signage on campus and enforcement of parking regulations.
• Administer the parking ticket appeals process including publicizing monthly meetings; recruitment and training of Parking Review Board members communicating decisions rendered and processing billing to student accounts.
• Develop and maintain effective educational programs in the areas of sexual awareness and safety personal and institutional safety for students faculty and staff for the Walsh University.
• Involvement in campus wide service committees which require the special talents of this position. This includes but is not limited to the Walsh University Crisis Response Team the CARe Team (behavioral early intervention team) and Behavioral Assessment and Intervention Team (BAIT).
• Develop strong relationships with students staff and faculty; promote availability and visibility to student body via effective utilization of office space active participation and presence in campus facilities and attendance/involvement in campus programs and events.
• Coordinate and implement annual assessment of program services and student satisfaction.
• Remain current regarding best practices trends and technology in the overall management of the department.
• Oversee the related budgets of the office.
• Special projects and other duties as assigned by the Vice President for Student Affairs and Walsh University President.
• Other duties as assigned or required.

Required Qualifications (Knowledge Skills and Abilities)

Must understand and support the Mission Vision and Code of Ethical Conduct of Walsh University as a Catholic higher education university as expressed in Ex Corde Ecclesiae and possess the following:

Education: Bachelors Degree preferred. Must have a current Ohio Peace Officer certification or be within the recertification window.

Work Experience: Ten years of progressively responsible experience in law enforcement is required. A minimum of five years of command level supervisory responsibility for operations that includes oversight of officers investigations communications and administration is desirable. Demonstrated experience in internal

policy development police procedures emergency operations and budget management is preferred. Leadership in a higher education environment is desirable.

Skills and abilities:

• Professional demeanor and ability to interact with charity towards students staff and faculty.
• Excellent interpersonal communication organizational skills and understanding of college student development needed.
• Ability to collaborate across campus with many stakeholders
• Ability to maintain confidentiality

The Chief of Campus Police should be prepared to handle physical challenges while managing complex administrative responsibilities balancing leadership and ensuring the safety and security of the university campus community.

• Frequently walking or standing for long periods Occasional need to climb stairs or ladders may be required to lift up to 50 lbs. ability to drive a patrol vehicle the ability to respond quickly to emergency situations which may involve running or physical exertion acute hearing and vision and handeye coordination ability to use various equipment such as radios and firearms and the ability to respond to and remain calm in stressful situations.
