Description of Job

About the Work Unit

The Greenhouse Gas and Air Quality Specialist works in the Colorado Department of Transportations (CDOTs) Environmental Programs Branch Air Quality and Climate Section. The Environmental Programs Branch (EPB) ensures that CDOT construction maintenance and planning activities comply with the broad range of state and federal regulations executive orders interagency agreements and CDOT policies which mandate the protection of the environment. EPB staff develop CDOT policy for environmental issues conduct scientific investigations develop mitigation strategies to avoid or minimize harmful environmental impacts prepare professional reports and conduct interagency negotiations which result in necessary approvals to complete CDOT activities. EPB also ensures that environmental issues are addressed uniformly in each of the Departments five decentralized Transportation Regions.

The Air Quality and Climate Section is responsible for developing methods and procedures to implement all state and federal requirements programs and performance measures related to greenhouse gases and air quality. This includes implementation of relevant provisions in Senate Bill 21260 now codified in CRS 431128 and the Federal Infrastructure Investment and Jobs Act (IIJA). This section also supports the Nonattainment Area Air Pollution Mitigation Enterprise Board develops guidance on air quality and Greenhouse Gases (GHGs) for the environmental study/NEPA process and supports the CDOT regions in this work. The section also is responsible for supporting implementation of CDOTs GHG Planning Rule 2 CCR 60122 and providing other air quality support as needed.

About thePosition

This position serves primarily as a greenhouse gas and climate change program specialist in the air quality and climate section within the Environmental Programs Branch (EPB). This position will additionally support broader air quality related work as needed.

The Specialist supports the development of recommendations for CDOTs efforts to mitigate transportation related greenhouse gas climate and air quality impacts and provides them to the appropriate management levels for consideration.

Major duties and responsibilities are performed with guidance and under supervision of senior staff and include but are not limited to:

Experience Only:
Must total 5 years and include the following:

Experience and Education:
A combination of education and experience totaling 5 years
  • Education in environmental science engineering natural resources transportation planning or another field of study closely related to the duties of this position will be considered.
  • Experience fulltime professional work experience with a primary focus on air quality or greenhouse gas environmental studies or analysis will be considered.

Preferred Qualifications
Theexceptional applicantwill be an environmental professional with proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Relevant State of Colorado experience;
  • Highest work/personal ethics and integrity;
  • Knowledge and experience running EPAs Motor Vehicle Emission Simulator (MOVES) model for estimating vehicle emissions from transportation related data (VMT average speeds etc);
  • Understanding of and experience evaluating data required for running GHG emission calculation methodologies and models including Energy and Emissions Reduction Policy Analysis Tool (EERPAT) and FHWAs Infrastructure Carbon Estimator (ICE) or FTAs Transit Greenhouse Gas Emissions Estimator;
  • Understanding of and ability to conduct greenhouse gas lifecycle emissions analysis;
  • Understanding of how NEPA works including how criteria pollutant and GHG emissions should be analyzedand documentedunder NEPA and what mitigation should be suggested for reasonable and effective strategies that could be employed to reduce GHG emissions;
  • Knowledge of federal state and local regulations laws and Executive Orders pertaining to air quality and GHG emissions;
  • Knowledge and experience with climate change its impact on human health and the environment greenhouse gas (GHG)related emissions sources of GHG emissions and the relative contribution of transportation to those emissions;
  • Experience with data collection analysis and tracking;
  • Experience in preparing technical documents reports and regulatory documents;
  • Proven ability to manage multiple assignments priorities and projects in a demanding environment;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Ability to take initiative to solve problems in an innovative manner;
  • Ability to work with a variety of stakeholders with sensitivity to their needs priorities promises made and commitments;
  • Effective interpersonal and relationshipbuilding skills;
  • Strong time and project management skills including prioritization and multitasking ability;
  • Excellent reasoning analytical and problemsolving ability;
  • Strong investigative/research skills;
