The Southeast Louisiana Flood Protection Authority East (SLFPAE) operates the regional flood control system and associated facilities in St. Bernard Parish eastbank of Orleans Parish and the eastbank of Jefferson Parish within its control to protect lives and property from tidal flooding by natural weather events.

MISSION STATEMENT The mission of the Flood Protection Authority Regional Maintenance Director is to provide for the administration planning implementation and coordination of a comprehensive program of maintenance operations on all sites and properties of the Southeast Louisiana Flood Protection AuthorityEast the states largest flood protection authority district to ensure the effective operation of a flood protection and control system that consists of pumping stations flood gates (hurricanes and river) flood walls flood valves relief/still wells earthen levees and complex marine structures for the protection of lives and property in the states most populous metropolitan region from hurricanes tidal flooding and other flood events caused by natural weather hazards.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:

Eight years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR

Six years of fulltime experience in any field plus five years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR

A bachelors degree plus five years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR

An advanced degree or a Juris Doctorate plus four years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of fulltime work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Concepts

MAJOR DUTIES
Responsibility for planning directing and coordinating the operation and maintenance of all flood control systems and devices of the Southeast Louisiana Flood Protection AuthorityEast (SLFPAE) which encompasses 3530 acres three consolidated districts East Jefferson Levee District Orleans Levee District and Lake Borgne Basin Levee District 192 miles of floodwalls 244 landbased floodgates 8 navigable floodgates and approximately 56 miles of drainage canals and assists other departments by providing Maintenance personnel when needed with maintenance and repairs to 8 pumping stations and 3 permanent canal closures and pumps.

Directly manages supervisors and division heads within the Maintenance Department and oversees directly or indirectly the work activities of over 180 employees.

Manages and directs the efforts of various crafts including but not limited to plumbers electricians welders painters mechanics maintenance repairmen heavy equipment operators mobile equipment operators laborers trades apprentices HVAC/refrigeration repairmen foremen coordinators and facility maintenance managers.

Assists the NonFlood agency by providing guidance to their management on repairs as well as providing Flood Maintenance personnel to assist with repairs on NonFlood assets as needed including but not limited to the various components of: Parks; Playgrounds; Grounds; Utilities; Buildings; and infrastructure at the Southshore Harbor Marina Orleans Marina and Lakefront Airport.

Manages a Department budget of approximately $13.1 million and annual equipment purchases of $2 million.

Directs through shop foremen the activities of skilled craftsmen and supervises an operation for the repairs to all SLFPAE fleet vehicles rolling stock and equipment.

Directs and inspects the activities of skilled and semiskilled craftsmen in the maintenance SLFPAE buildings and utilities systems.

Plans directs and coordinates the maintenance of all property and equipment under the jurisdiction of the SLFPAE.

Inspects and reviews the condition and status of levees floodwalls floodgates valves mechanical equipment and related items. Establishes priorities and schedules same for maintenance repair or replacement within approved operating budgets.

Coordinates with the Finance Department in preparation of and oversees the Maintenance Departments annual operating budget.

Conducts department meetings and conferences to plan organize and direct department performance which includes budget staffing technical and operation problems solutions and project status.

Develops controls and monitors expenditures for salaries overtime controllable expenses legal settlements and any unplanned expenditures and explains and documents reasons.

Drafts and recommends approval of Board policies; drafts and implements department level procedures

Examples of Work

DUTIES
Maintenance Operations and Inspections 45
Attends formal inspections regarding SLFPAE construction projects or construction projects within the SFLPAE region with the United States Army Corps of Engineers (USACE) the Louisiana Coastal Protection and Restoration Authority (CPRA) and various other agencies.
Works with other SLFPAE departments to provide maintenance personnel to handle Mississippi River levee inspections during highriver events and to man the Bayou Bienvenue Complex marine structure and Incident Command Center/EOC during high tide events. Ensures that maintenance personnel are trained and equipped to handle inspections and that reports are submitted timely.
Ensures that all 250 floodgates throughout the region are exercised and maintained at least once per year as required by USACE.
Ensures that all 89 river and hurricane valves are exercised and maintained every quarter as required by USACE.
Coordinates and oversees the closing of floodgates and valves as well as placing of Type three barricades for road closures due to hurricanes or highwater events.
Works with the Engineering Department and other departments to identify projects that can be performed inhouse or will require outside contractors draws up plans and specifications for SLFPAE inhouse maintenance projects involving contractors participates in the selection of contractors coordinates with contractors that are hired to handle such projects and provides oversight of such projects.
Coordinates with the Engineering Department and consulting engineers for continuing modernization and repair of properties such as buildings HVAC systems electrical systems plumbing systems roofing systems and various other construction Components to flood control systems and devices.
Coordinates with the Operations department assisting operations personnel with various repairs to PCCP pump stations and other complex structures.
Establishes priorities and schedules inspections maintenance repair and replacements while remaining within the operations and maintenance budget

Emergency Operations Center (EOC) 15
Directs in coordination with the Emergency Operation Center all operations maintenance and repair activities during emergencies such as hurricanes highriver alerts and other potential rising water conditions.
Plans coordinates and facilitates assistance to parishes within and around the SLFPAE jurisdictional area during emergencies by providing evacuation support communication equipment materials personnel heavy equipment and other assets.
Oncall 24/7 to handle emergencies and/or major concerns.
Selects and assigns various teams to the EOC office and Field Gate Crew assures proper training of new personnel so assigned and manages teams to assure efficiency and
overtime control and that regular work time activity is minimally affected.
Reviews and updates Emergency Operations policies and procedures

Safety and Training 15

Ensures that safety programs and safety standards requirements techniques training and procures of everyday work habits are enforced through subordinate supervisors and foremen.
Inspects activities for compliance with instructions and regulations and ascertains the need for additional training and revisions or modifications to procedures and methods.
Ensures that all accidents or adverse occurrences are properly documented and that relevant paperwork is filled out accurately.
Ensures that all construction maintenance activities are performed in compliance with federal state and local environmental regulations.
Works with the Human Resources Department and Training Coordinator to schedule Safety trainings for maintenance personnel

Personnel Hiring Discipline and Record Keeping 10
Recommends to Chief Administrative Officer approval or disapproval of merit increases promotions demotions terminations department changes attainment of permanent status and other personnel actions regarding all Maintenance employees.
Works with the Human Resources Department and other departments to handle all facets of the hiring of new Maintenance Department employees including initiating postings to try to fill vacant positions coordinating interviewing of candidates making conditional offers of employment and onboarding.
Works with the Human Resources Department and other agency executives regarding the gathering of information and making recommendations when dealing with disciplinary actions involving Maintenance Department employees.
Works with various supervisors counseling employees on HRrelated matters (such as time and attendance policies and procedures etc.
Prepares annual Performance Evaluation System (PES) plans and evaluations on Superintendents Facility Maintenance Managers Coordinators Supervisors and Administrative personnel and ensures that PES plans and evaluations performed by direct subordinates to other Maintenance employees are completed within required specified timeframes. Reviews and approves/declines performance adjustments for immediate subordinates.
Directs the maintenance of personnel records of each employee assigned to the fieldyard maintenance groups and provides Human Resources with same documentation.

Finance Payroll and Purchasing 10
Coordinates with the Finance Department to ensure that all personnel timesheets for biweekly payroll are timely submitted; and approves leave and overtime for at least seven direct subordinates.
Regarding the Maintenance Department directs the purchasing requisitioning and maintenance of adequate supplies materials and equipment and the upkeep of records incidental to emergency activities; and coordinates with the Purchasing department to ensure that Purchasing has the information needed to accurately order equipment and supplies.
Assists in preparing the Engineering Departments annual operating budget by providing information regarding maintenance requirements priorities cost estimates projections personnel requirements etc.
Reviews and approves all requests to purchase or maintain Maintenance equipment materials and supplies to remain within the budget constraints. Reviews and approves invoices for Maintenance services past or currently performed on SLFPAE assets.
Approves all purchase orders and invoices ranging from $1000.00 to $10000.00.

Miscellaneous Duties 5
Handles citizen complaints/concerns.
Meets with public leaders/officials on various matters and/or concerns

NOTE: SLFPAE is an emergencyoriented agency. Part of the SLFPAEs mission is to protect the residents of the eastbank of Jefferson Parish St. Bernard Parish and the eastbank of Orleans Parish from tidal surge winddriven water and river flooding.

In emergencies during Mississippi River flooding and Hurricane / Tropical Storm events the incumbent will be on call and must report for duty if so required remaining on duty in such situations until released from duty by the Appointing Authority.
