Job Description
PRIMARY FUNCTIONS
The Caretaker III role is an advanced position that involves skilled supervisory responsibilities in the care and maintenance of public parks and joint school playgrounds. This role requires handson participation in park maintenance tasks while also taking a leadership role in occasional guiding and coordinating the work of the crew.
The Caretaker III exercises a higher level of independent judgment in assigning tasks to crew members and making workrelated decisions. They contribute to the overall upkeep of the parks and playgrounds ensuring their safety cleanliness and functionality.
Internal Promotional Only Open only to current City of New Haven employees in Local 424 Unit 128 meeting minimum requirements.
TYPICAL DUTIES AND RESPONSIBILITIES
- Oversee the maintenance and repair of park equipment and facilities. This may include inspecting equipment for damage scheduling repairs and ordering replacement parts.
- Lead the installation and maintenance of playground equipment; oversee the care of tennis courts; manage repairs to fence posts and backstops; collaborate with trades employees on construction and repair projects; maintain and repair park benches and furniture.
- Supervise and operate tractors rotary equipment and other grasscutting machinery; operate various tools and light equipment; transport materials to and from job sites.
- Oversee and engage in tasks such as grass cutting debris cleanup leaf raking shrubbery trimming brush cutting road patching snow shoveling and plowing to ensure safe and clean park conditions.
- Develop and implement maintenance plans for parks and playgrounds. This may involve identifying areas that need regular maintenance setting priorities and allocating resources.
- Guide the inspection and maintenance of park graffiti removal equipment.
- Work with other staff sometimes from other departments to coordinate maintenance projects. This may involve communicating with other departments about project schedules budgets and safety requirements.
- Train and supervise seasonal employees and volunteers. This will involve providing training on safety procedures equipment operation and maintenance practices.
- Ensure adherence to safety protocols by crew members including the proper use of safety clothing and equipment.
- Maintain records as needed. This could involve summarizing maintenance activities identifying areas for improvement and making recommendations for future projects.
- Performs other related work as assigned.
EDUCATION QUALIFICATIONS & EXPERIENCE
Graduation from high school and 5 to 7 years experience in the use of hand tools power tools and light equipment; 5 to 7 years experience in groundskeeping including 35 years as a Caretaker for the City of New Haven.
KNOWLEDGE EXPERIENCE SKILLS & ABILITIES
- Knowledge of the construction and maintenance and groundskeeping trades including proficiency in multiple areas including but not limited to groundskeeping snow removal light equipment including bobcat skid steer tractor and side arm mowers; turf management playground maintenance and/or apprentice level knowledge of electrical plumbing welding and carpentry.
- Understanding of basic landscaping principles; knowledge of grounds and athletic field maintenance methods and procedures.
- Ability to drive vehicle trucks and to operate light equipment.
- Proficiency in tool machine and equipment use and care within park maintenance.
- Ability to perform skilled and unskilled labor tasks both independently and as part of a team.
- Ability in organizing assigning prioritizing and supervising tasks for the crew ensuring that routine maintenance and more complex projects are completed in a timely manner.
- Awareness of relevant safety regulations and codes related to playground equipment park structures and public spaces to ensure compliance and safety for park visitors.
- Knowledge of safety precautions which are necessary when using equipment and related chemicals.
- Working knowledge in the use of park maintenance equipment and safety equipment.
- Ability to quickly assess and address maintenance issues troubleshoot equipment problems and propose effective solutions.
- Capability to lead by example motivate team members and foster a sense of camaraderie among crew members without formal supervisory authority.
- Capacity to mediate minor conflicts or issues among crew members.
- Ability to adapt to changing weather conditions work priorities and unexpected maintenance challenges that may arise.
- Ability to work under pressure and meet deadlines.
- Effective communication skills for both written and oral instructions.
- Ability to keep simple records and make reports.
- Skill in building and maintaining positive relationships with colleagues and the public.
- Ability to perform manual tasks requiring physical strength and endurance.
NECESSARY SPECIAL REQUIREMENTS
- Possess and maintain a valid Connecticut Commercial Drivers license.
- Must have a minimum of 3 years as a Caretaker for the City of New Haven.
SALARY BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund tested position.
This position is included in a collective bargaining agreement with Local 424 Unit 128 UPSEU.

General Funded hires into this class shall not be covered by Social Security but rather the City pension contributing 9 of salary.
Employment is contingent upon the successful completion of: a 120day probationary period.
Persons with a job required CDL are subject to random drug screenings and must meet all Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse requirements. This may include registering with the Clearinghouse and consenting for the City to perform a limited and/or full query as defined by the FMCSA Drug & Alcohol Clearinghouse.
Selection Plan
Applicants must demonstrate that they meet the minimum requirements as listed within the job description; failure to do so may result in disqualification. Applicants meeting minimum requirements may be invited to participate in a Civil Service exam process at a later date.
