General Summary
The Manager Security & Emergency Preparedness is responsible for short and longrange planning staffing and development of a budget for the Security and Emergency Preparedness departments. They will establish policies procedures standards and objectives for the departments consistent with organizations goals. Works through departmental personnel to accomplish set goals and objectives. Establish policies procedures standards and objectives for the provision of services; evaluate performance and maintain total quality management coordinate with other departments the director and hospital leadership to provide optimal levels of care to patients visitors and hospital staff while maintaining 24hour accountability for operations.
Principal Responsibilities and Tasks

- Manager Security & Emergency Preparedness will oversee and manage the divisions of the Security Department and the hospital emergency management program.
- Plans organizes and directs the department mission vision and values with the Director Security Parking and Emergency Management. Implements Director driven goals and objectives establishes and implements policies and procedures for department operation. Reviews department performance changes as needed to improve quality of services and to assure compliance with regulatory agencies performance needs and challenges with fiscal assessments.
- Oversees all aspects of HR including: hiring firing and developing staff. Responsible for overseeing the development of training/orientation and overall department staff performance. Implements standards of performance monitors and leads staff; evaluates performance and initiates disciplinary actions and career/practice development plans. Creates and ensures competencies of all Security staff. Resolves staff grievances.
- Maintain all Security department schedules. Track and approve employee hours and paid time off. Personally provide support/coverage in various areas of department during staffing shortages.
- Develops recommends and manages aspects of departmental operating budget for which there is direct responsibility in collaboration with the Director Security Parking and Emergency Management and ensures that all areas of control operate within budget and/or the strategic realities of the specific patient care environment at UMMS. Maintains reports and statistics for administrative planning quality improvement and regulatory purposes. Identifies investigates and conveys capital needs to Director Security Parking and Emergency Management.
- Ensures the delivery of quality services for the staff and patient populations served by the Security department. Participates in University of Maryland Medical System initiatives when deemed appropriate.
- Interacts regularly with medical and nursing leadership regarding patient care and security operational issues. Ensures that the vision of the department is articulated at conferences and working committees.
- Participates in administrative staff meetings and attends other meetings as assigned by the Director Security Parking and Emergency Management. Establishes and maintains communications across the Security and BOC departments and with other hospital departments. Develops relationships with professional affiliations and others as appropriate.
- Ensures that maintenance of the department facilities and equipment are in proper condition for efficiency and compliance to standards and accepted practices for health comfort and safety of staff and patients. Provides documentation and justification for equipment and supply needs and purchases; assists Director with maintaining proper contracts documentation and policies as it relates to the departments.
- Communicates and ensures the safety infection and environmental control policies and procedures for the departments are followed. Reports and tracks patient safety concerns/incidents implementing process changes/action plans to increase patient and employee safety.
- Develops and maintains department records reports and patient records; collects and analyzes statistical data as appropriate. Reviews data reports to identify areas of improvement; creating and implementing action plans.
Qualifications :
Education & Experience
- Bachelors degree required.
- Masters degree preferred.
- A combination of relevant education and experience may be considered in lieu of Bachelors.
- Five 5 years progressively responsible security law enforcement and or corrections experience required.
- Two 2 years emergency preparedness and FEMA training preferred.
Certification/Licensure/Registration
- BLS Certification required within 90 days of hire.
- State Issued Drivers License with less than 3 points required.
- FEMA ICSlevel certifications required within 90 days of hire.
- CHEP preferred.
- CHPA preferred.
