Job Description

We are working closely alongside a Local Authority in Southwark to assist with the appointment of a Principle Licensing Officer on a 3month contract highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: 24.40 31.88 per Hour

Summary:

The Principal Enforcement Officer (Licensing) is responsible for providing expert and specialist knowledge to a regulatory service focused on environmental health trading standards and licensing. The role involves enforcing legislation leading investigations and supporting community safety through robust enforcement practices. The postholder will also mentor and guide junior officers and represent the council on matters within their professional expertise.

Responsibilities:

  • Operational Management: Assist the Team Leader in managing and leading the operational team providing expert advice and guidance on licensing matters. Support strategic development and contribute to the longterm business planning of the Licensing Unit.
  • Enforcement & Compliance: Conduct investigations into breaches of environmental and trading standards legislation. Deliver enforcement actions including issuing notices seizures and pursuing legal proceedings. Provide expert evidence in court and represent the Council at public meetings tribunals and inquiries.
  • Policy & Service Development: Support the development of policies and procedures within the business unit. Identify legislative changes emerging best practices and provide recommendations for service improvements. Collaborate with key external agencies such as Police HMRC and the Gambling Commission to ensure a comprehensive approach to enforcement.
  • Staff Supervision & Training: Mentor and coach junior officers and trainees enhancing the quality of enforcement casework. Assist in organizing and delivering training programs to internal staff and external stakeholders. Support the professional development of team members through regular guidance and evaluation.
  • Stakeholder Engagement: Maintain effective relationships with internal departments external agencies and the community. Provide advice and expertise to Council committees elected members and other stakeholders. Respond to major legislative social and economic issues ensuring timely and effective communication with all parties.

Qualifications:

  • Relevant degree or equivalent academic or professional qualification in environmental health or trading standards.
  • Minimum 2 years of postqualification experience in environmental health or trading standards.
  • Strong working knowledge of environmental health legislation including PACE Crime and Disorder Act and Licensing Act.
  • Ability to manage a complex caseload and handle legal documentation for enforcement actions.
  • Valid UK drivers license (Essential Car User Allowance applies).

  • Proven ability to analyze data produce reports and present evidence in legal settings.
  • Strong communication skills to engage with diverse audiences and deliver presentations.
  • Ability to work independently and as part of a collaborative team.

  • Flexibility to work outside normal office hours including evenings and weekends as required.
