I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Software Engineer 3 hereafter referred to as Candidate(s) who meets the general qualifications of Software Engineer 3 Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include preselection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).
Develops software solutions by studying information needs conferring with users and studying systems flow data usage and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications standards and programming.
The Department of Information Resources (DIR) requires the services of One Developer hereafter referred to as Worker who meets the general qualification of Developer 3 Emerging and the specifications outlined in this document for Health & Human Services Commission Social Services Applications team.
All work products resulting from the project shall be considered works made for hire and are the property of the HHSC. HHSC may include preselection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions which occur during the process of selecting a Worker(s).
Performs Front End/UI application development enhancement maintenance and support for Social Services User Interface applications.
Develops software solutions by studying information needs conferring with users and studying systems flow data usage and work processes.
As a member of the team participate in requirements analysis highlevel and detailed design development testing and deployment of new application components as required.
Analyze UI framework libraries for configuration & performance tuning opportunities as required.
Develop enhance and maintain existing and new webbased J2EE/Portal applications within HHSCs SOA (Service Oriented Architecture) platform using Agile methodologies.
Create technical and design documentation as required.
Perform system analysis and problem resolution as required.
Develop and maintain data and process models as required.
Employ contemporary testing methods to ensure applications function properly and without error.
Provide technical support for testing and implementation efforts.
Participate in program design coding and test walkthrough meetings to provide input regarding technical standards and customer requirements.
Provide application support (defect repair maintenance and production operations support) for webbased Java applications in an SOA platform. Perform system analysis troubleshooting diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance.

III. TERMS OF SERVICE
Services are expected to start 03/17/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1550 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at 1609 Centre Cr Dr. Austin Texas 78613. The working position is Hybrid On Site and Telework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Health and Human Services Commission will provide preapproved written authorization for travel for any services to be performed away from the primary work location(s). Preapproved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and preapproved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE (Required)Services are expected to start on or around March 17 2025 and are expected to be completed by August 31 2025. Total estimated hours per Candidate shall not exceed 1550 hours for FY25.
Initial Purchase Order Term:
Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued unless sooner stated in the Purchase Order or unless sooner terminated renewed or extended as provided in the Purchase Order.
Renewal Option(s):
HHSC at its sole discretion may renew the Purchase Order for up to three oneyear optional renewals. Such renewal(s) if exercised shall be subject to all the requirements and terms and conditions of the Purchase Order.

Position will be hybrid. Program will only allow candidates who are within the City of Austin or the surrounding cities. (LOCALS ONLY). The tentative workdays are as follows below.
C) Any and all travel per diem parking and/or living expenses shall be at the workers and/or Vendors expense.
D) The worker may be required to work remotely at HHSC discretion up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and preapproved through the Agency.
