Main Purpose of Job
Under the leadership of the Superintendent the Columbia Campus Chief Educational Programs Officer provides strategic educational leadership develops the short-and long-term instruction goals/vision and works to establish a culture of high expectations and shared responsibility for equitable access to high-quality bilingual (ASL/English) and culturally relevant instruction for all students at the Columbia Campus. Collaborates with the MSD leadership team members including the Frederick Campus Chief Educational Programs Officer to ensure close alignment of campus resources with school needs to implement an instructional plan for the school that ensures effective teaching in every classroom and to create conditions that ensure systemic improvement to support students learning in a bilingual environment. Provides progressive educational leadership supervision and evaluation of department principals and supervisors (Family Education/Early Childhood Education Elementary Middle School/Career & Technical Education Student Life & Student Health Center) at the Columbia Campus. Reports directly to the Superintendent and consults with the Superintendent on high level needs.
POSITION DUTIES
Provides strategiceducational leadership develops the short- and long-term instructiongoals/vision and works to establish a culture of high expectations and sharedresponsibility for equitable access to high-quality bilingual (ASL/English) andculturally relevant instruction for all students at the Columbia Campus.
Plans coordinatesand supervises the academic/instructional programs at the Columbia Campus incollaboration with the Frederick Campus Chief Educational Programs Officer toalign assessments curriculum instruction and resources.
Establishes directionfor school improvement efforts by monitoring the progress of schoolperformance student achievement objectives and academic excellence indicatorsto align strategies for school improvement; administers multi-tiered system ofinterventions to improve achievement of students who are not meetinggrade-level expectations.
Works with membersof the MSD Leadership Team (MLT) including the Director of Student SupportServices to address students unique needs through integrated services andsupport. Supports the implementation ofIEPs oversees compliance with MSD and Maryland State Department of Educationpolicies and collaborates on key school policies and procedures.
In collaboration withother leaders including the Director of Language & Literacy andProfessional Development facilitates the planning implementation andevaluation of related professional development activities for instructionalstaff to ensure a robust systemic approach that meets student needs.
Assists in thedevelopment and implementation of the instructional budget based on studentneeds and school priorities; manages the campus budget as well as recommendsand participates in determining necessary capital budget projects inpartnership with the Chief Financial Officer/Chief Operating Officer and theSuperintendent.
Conducts Personnelactions for assigned departments and staff including interviewing hiringsupervising and evaluating department principals the Student Health CenterSupervisor the Director of Student Life teachers support and office with Human Resources on recruitment employee relationsperformance management and disciplinary matters.
Collaborates withother key leaders to maintain a strong partnership between school studentlife athletics and afterschool programs.
Supports theDirector of Student Life in overseeing the afterschool program and Student Lifeactivities ensuring they provide a safe and supportive environment conduciveto students personal development and well-being during after-school hours.
Leads the ColumbiaCampus Administrative Team (CCAT) serves on the MSD Leadership Team (MLT)Campus Alignment Team and Admissions Review Team and collaborates with otherleaders to maintain partnerships between school student life athletics andafterschool programs.
Supports theDepartment Principals and Supervisors in ensuring the effectiveness of dailyschool operations including but not limited to student class schedules andteacher assignments student/faculty rosters and IEPs/report cards etc.
Determines schoolclosings early dismissals or delays due to inclement weather overseestransportation coordination with counties and leads emergency responses as theincident commander.
Engages staffcommunity stakeholders and families to plan/support school priorities throughcollaborative opportunities to improve student academic success and overallstudent experiences.
Performs other duties asassigned by the superintendent.
MINIMUM QUALIFICATIONS
Education: A Masters Degree in School AdministrationEducation of Deaf students Education of Deaf students with additionaldisabilities or related field.
Maryland State Departmentof Education Administrator I & II or Principal Certificate required (or theability to obtain in a specific time).
Experience: Minimum of three years of K-12 classroomteaching experience.
Minimum of three yearsof supervisory or educational administrative experience in a deafschool/program demonstrating experience and knowledge in curriculuminstruction and special education laws/services.
Must be proficient inAmerican Sign Language and written English. Knowledge of Deaf communityrequired.
DESIRED OR PREFERRED QUALIFICATIONS
Experience workingwith students with additional disabilities.
Five years ofsupervisory or educational administrative experience in a deaf school/program.
Experience inpromoting academic rigor desired.
SPECIAL REQUIREMENTS
