Job Title: Project Analyst.

Location: Houston,TX.

Duration: Full-Time

The Contractor must provide program management administration support and data analysis support to the Service Area for program project management activities related to Project Management Implementation. This involves analysis through the CWP, to all project stakeholders, including but not limited to the Airport Sponsors, the Planning and Requirements Group (PRG), Engineering Services (ES), the respective Service Units (SU) in Headquarters and Field personnel. The Contractor will provide project planning, resource and financial analysis for the Service Area, utilizing the CWP-Tools as the primary source of project data and focusing on the projects scope of work, reimbursable agreement, funds tracking/management, resource analysis and schedules. The contractor support shall have an emphasis on establishing planned projects that are predictable, integrated and completed on time. The Contractor must assist the Lead Planners, Program Implementation Managers (PIMs) and Portfolio Managers in the preparation of projects in the NAS. The Contractor must liaison and coordinate with applicable field, Service Center, Service Unit, ES-Centers offices and staff as well as the Service Area s subordinate field organizations.

Assist the PIM in developing and maintaining an executable work plan utilizing data driven decision making processes.

Establish a work plan project list

Tailor generic schedules

Resource load schedules

PRG Reimbursable Agreements

Provide FAA Agreement Coordination support for the Reimbursable Agreements (RA) Program.

Provide assistance with the development, tracking, close-out, communication, and coordination of Service Area Reimbursable Agreements between the FAA customer and various stakeholders

Provide subject matter expertise with the development of draft Reimbursable Agreements as assigned

Provide expertise to conduct research, evaluations and studies, and present recommendations/ solutions relating to financial program planning requirements

Analyze processes and provide support to improve efficiency, accuracy, timely documentation, and continual improvements to the process

Create draft RA package and submit for approval via FAA Reimbursable Toolset: includes drafting RAs, reviewing project details form, and posting information to the RA toolset.

Use FAA Reimbursable Toolset and other methods to develop and track RAs from initiation through closeout.

Coordinate with required stakeholders to obtain final executed agreement from the Contracting Officer(CO) and upload to FAA Reimbursable Toolset.

Assist with general program support of National Airspace System (NAS) Planning & Integration (NPI) with the Reimbursable Agreement (RA) Program.

Program Analyst: Performs multiple, varying and complex assignments; Identifies, plans and organizes available resources to accomplish projects. Makes optimal use of resources to complete activities within established schedules; and Develops and recommends approaches to address current and anticipated problems and issues.

Conducts efficient, organized data gathering and data analysis, must be able to prepare and coordinate changes.

Communications: Must accomplish clear and concise general communications, tactfully coordinate information regarding training quota with a variety of field organizations throughout the region, as well as the training providers at the FAA Academy and training vendors in the public and private sectors.

Computer Applications: Capable of applying MS Word, Excel, and PowerPoint applications and other analytical tools. Knowledge of Primavera.

Project management: Overall knowledge of Project Management process and project schedules.
