1. Project Overview: USAMMDA is the Army s medical materiel developer, responsible for all medical and dental equipment and supplies fielded to Army units. USAMMDA program managers are responsible for portfolios of products, including therapeutics, health IT, equipment, and assemblages.
2. Role Description: This position provides financial management support to the USAMMDA organization within the realm of the DoD s PPBE process. Specific functions include the following:
a. Provide support for the current and annual Strategic Portfolio Analysis Review (SPAR), POM builds, and fiscal year spend plans for DoD appropriations such as Research, Development, Test and Evaluation (RDTE); Procurement; and Operations and Maintenance.
b. Provide guidance, support, mentorship, and development to other Financial Management Specialists supporting USAMMDA PMOs and the USAMMDA Administrative Services Division (ASD).
c. Provide support for the annual spend plan for specific project management offices, products and assemblages budget formulations, justifications, and oversight monitoring, and submission of status reports and accompanying recommendations.
d. Support the development of USAMMDA budget submissions, rolling-up input from PMO financial managers.
e. Coordinate and consolidate financial input into monthly financial reports from USAMMDA s financial systems on obligation and disbursement status of the organization s product and assemblage portfolios.
f. Provide and analyze reports on programmatic planning and execution data, provide periodic updates to financial plans, inclusive of planned release schedules as well as obligations and disbursements noting current fiscal year activity, and submit reports that will be used to brief senior management and external funding organizations.
g. Provide financial management support to the overall organization portfolio to update and reconcile financial appropriations data to actual budget and execution and future spend plan data details.
h. Support and monitor the acquisition process in designated financial management data systems and ensure contracts, grants, or other agreements are executed and funded as outlined.
i. Maintain project and grant/contract financial reports and coordinate with peers in the funding chain in other organizations or commands.
j. Use a variety of systems such as but not limited to: USAMMDA s Medical Product Development & Acquisition Planning Tool (Product Tracking System (PTS), Command Budget Estimate (CBE) System and Project Codes and Numbers System (PCAN)), the Daily Variance Report, and the GFEBS, Comprehensive Cost And Requirements (CCaR), Electronic Catalogs (ECAT), TEWLS, and Procurement Integrated Enterprise Environment (PIEE)
3. Competencies
a. Required
i. Outstanding communicator, both verbal and written; ability to effectively communicate and coordinate with multiple internal and external stakeholders
ii. Ability to work with minimal oversight, while managing the work of more junior financial management specialists
iii. Ability to advise USAMMDA, DHA, and MRDC senior leaders on PPBE issues
iv. Expert-level knowledge of Army financial management policies and procedures
v. Expert-level knowledge of DoD acquisition regulations, policies, procedures and ability to translate those to ACAT 3/4 medical programs
vi. Broad understanding of the DoD medical research, development, and acquisition processes from discovery through fielding
vii. Capability to utilize MS Office at an intermediate to advanced level
viii. Ability to apply interpersonal skills, knowledge in the areas of DoD financial management regulation and PPBE processes to technologies, products, and assemblages
ix. Demonstrated ability to lead and work well in a team environment
b. Preferred
i. Knowledge of Defense Health Program management
ii. Ability to manage across RDT&E, OPA, and OMA funding
iii. Expertise in developing, reviewing and/or validating DoD Acquisition Program Life Cycle Cost Estimates, Cost Benefit Analyses, and Business Case Analyses in accordance with DoD policies, regulations and procedures
4. Experience
a. Required
i. 10+ years DoD acquisition program financial management experience
ii. Experience working within the Defense Acquisition System
iii. Experience using Army and DoD PPBE methods and software, including GFEBs
iv. Experience developing cost estimating relationships and methodologies, work breakdown structures, cost research and analysis, building cost models, applying inflation, phasing, collecting and normalizing data, performing detailed risk analysis and documenting all results
b. Preferred
i. financial management experience for an Army PdM, PM, or PEO
ii. Experience managing programs within the Army s EE PEG
iii. DoD medical acquisition cost estimation/analysis experience
