The Department of Emergency & Military Affairs (DEMA) led by The Adjutant General provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sectionsoperations preparedness and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally DEMA is the headquarters for the Arizona National Guard the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community state and federal missions.

Job Summary:

The Rocket Systems Launch Program (RSLP) Manager provides logistic support to the United States Air Force RSLP Manager by managing all RSLP non-rocket motor assets stored at Camp Navajo. The RSLP Manager oversees all inventory and warehouse operations and local standard operating procedures (SOP); supervises the performance of operational tasks in compliance with SOPs or other similar task/guidance procedures for the safe and efficient execution of either; shipping receiving or warehousing operations relating to RSLP commodities (Arms Ammunition and Explosives (AA&E) and Non-AA&E). Ensures all non-compliance issues relating to safety are reported through proper supervisory/management channels. On a daily to routine basis performs assigned duties while within proximity of high explosive assets contained within the ASA. Increased customer requirements will/may include the need for Crew Chief and Ordnance Handlers to perform specialized handling of AA&E such as disassembly of arm/disarm and safe devices nozzle removal exudate cleanup component installations/removals as specified by customer technical documents. Ordnance Handlers conducting these tasks must perform so with the utmost care and consideration for the risks associated. Actively participates in promoting a continuous improvement workplace culture through the use of teamwork root cause problem solving standard operating procedures and review of performance metrics.

Job Duties:

Manage shipping receiving inspection storage and inventory of assets. Provide and manage a complete and accurate inventory using a locally established inventory program. Conduct a complete inventory annually or as directed. Coordinate with Program Engineers to ensure proper identification of assets and assist with special projects. Research weapon system components utilizing the Federal Cataloging Database (FED-LOG) and applicable Illustrated Parts Break-Down Manuals. Operate all Material Handling Equipment (MHE) required for warehousing operations. Ensure tasks are conducted in accordance with DOD Federal State and/or Local regulatory guidance including OSHA regulations applicable to warehousing operations.
Ensure all assigned equipment is serviceable and safe to use in all operations. Direct when assigned personnel to complete Prior to Use (PTU)/Preventative Maintenance Checks and Services (PMCS) on equipment with documentation and file in accordance with departmental equipment maintenance procedures. Authorize assigned personnel to operate Material Handling Equipment (MHE) Weight Handling Equipment (WHE) Commercial Motorized Vehicles (CMVs) and other associated tools and equipment in a safe and efficient manner and ensure that they follow all regulatory mandates. Review Post Operation Inspections and file reports as applicable.
Maintain Crew Chief AA&E and Non-AA&E certification eligibility through the performance and attendance of required sustainment training in accordance with the Training Qualification and Certification Program. Read and review all regulatory documentation relating to assigned AA&E and Non-AA&E operational tasks ensuring all updates and revisions are understood. Ensure assigned personnel meet their AA&E and Non-AA&E certification eligibility.
Supervise Camp Navajo Operations personnel on an as required/as available basis in support of RSLP operations. Direct (when assigned) personnel in the performance general housekeeping and user level maintenance of all associated departmental facilities and surrounding work areas.
Perform specialized handling of AA&E such as disassembly of arm/disarm and safe devices nozzle removal exudate cleanup component installations/removals as specified by customer technical documents.
When necessary will direct AA&E and Non-AA&E operations in support of Conventional or Large Rocket Motor Crew Chief in order to meet directorate goals and objects (i.e. supervising operations while dedicated crew-chief is absent or otherwise required).

Knowledge Skills & Abilities (KSAs):

Knowledge of:
The application and usage of Federal State and Local laws rules regulations policies and procedures governing the handling of all AA&E as well as how to find answers to safely handle AA&E if not already well established.
Safe use of assigned powered equipment and basic hand tools.
Camp Navajo Standard Operating Procedures (SOP) involving the understanding operation maintenance and user level repairs of MHE WHE CMVs and other associated tools and equipment.
Basic principles and procedures for the safe storage and handling of AA&E.
Training materials or regulatory guidance.
Basic principles of leadership and supervision including performance and disciplinary counseling.
Basic principles of writing reports memorandums operational procedures etc.
Computer use and Microsoft Office programs.
The risks associated with working with and in close proximity to high explosives and the safety measures required to perform such activities.

Skilled in:
Manual dexterity for the safe and proper operation of all equipment and associated tools.
Communicating effectively in English through written visual and verbal communications.
Prioritizing and juggling multiple concurrent projects.
Interpreting regulations procedures SOPs and other regulatory documents.
Leadership and supervision including performance and disciplinary counseling.
Writing reports memorandums operational procedures etc.

Ability to:
Show a high degree of attention to operational details and maintaining 100% situational awareness.
Apply procedures set forth in Technical Orders Federal State and Departmental Standard Operating Procedures.
Create effective internal and external interpersonal relationships with customers staff visitors.
Find solutions to problems using their creativity reasoning and past experiences along with the available information and resources.
Retain information display retention through various forms of demonstration (i.e. written examinations verbal feedback physical demonstrations of required tasks etc.).
Demonstrate proficiency in all KSAs and job summary requirements on an ongoing cyclic basis (i.e. Semi-annual annual biennial periodic etc.)
Adhere to and enforce all safety rules and regulations to ensure and provide for a safe and healthy work environment.

Selective Preference(s):

3 years experience in Air Force logistics. Previous HAZMAT Storage and Handling experience. 3-5 years experience in a leadership/management role. Current possession of explosive handling certification/s or qualification/s. The preferred candidate should have any combination of experience education and training that meets the knowledge skills and abilities.

This position requires possession of and ability to retain a current valid Arizona state-issued drivers license appropriate to the assignment. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R.12). In and out of State travel required.
Must be a U.S. citizen.
Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
Must be able to satisfactorily complete and sustain the following types of training licensing and/or permit requirements (as applied by the positions training qualification and certification requirements which are established by the departments OOCB processes):
o OSHA Topics General Awareness and Initial departmental training modules
o Department of Defense Explosives Awareness and Hazardous Materials training courses or equivalents as applied within DOD explosive safety standards.
o Mission peculiar Vehicles Equipment and specialized tools as assigned by the department and associated regulations.
o Certification in Ordnance Crew Chief duties as prescribed by the departments OOCB processes for the position.
