Plans organizes directs coordinates and evaluates subordinate staff involved in new construction renovation project and trades in the Capitol Complex and facilities along with building safety and maintenance warehousing telecommunication operations under the jurisdiction of the Office; assigns organizes and distributes work functions for the division ensuring adherence to program policies and procedures; determines establishes and implements operational procedures and workflow; recommends actions affecting subordinate staff; approves work standards and authorizes time off.
Confers with laborers and unions management staff and departmental management staff on guidelines construction needs work orders contractual obligations etc.; establishes and prioritizes projects with consent of the Director; ensures soundness and approval of all contracts by the Executive Office prior commencement of activities; keeps Director apprised of all construction agreements concerns and/or problems relative to such; directs management research studies relative to the Property Management warehousing and mail and shipping programs to determine needed program policy and/or procedure revisions or the establishment of new initiatives; compiles and submits complex administrative reports for such to the Director for review and approval; directs the effectuation of new/revised/current program policies and practices; assists the Director in policy development and needed program changes.
Directs management research studies relative to the Construction & Maintenance program to determine needed program policy and/or procedure revisions or the establishment of new initiatives long-range plans to facilitate new construction trades and grounds maintenance programs and establishment of a planned maintenance system; compiles and submits complex administrative reports for such to the Director for review and approval; direct the effectuation of new/revised/current program policies and practices; assists the Director in policy development and needed program changes.
Reviews proposed legislative changes to determine impact on department; drafts proposed legislation as required; compiles and submits proposed budgetary documentation for the division to the Director for approval; prepares complex administrative reports on division activities for submittal to the Director.
Confers with other management staff and other departmental management staff to coordinate program activities and resolve administrative problems; including building upgrades;attends departmental meeting and/or workshop seminars etc. as required; keeps management staff apprised of program policy or procedural changes.
Performs other duties ad required or assigned.
Education and Experience:
Requires knowledge skill and mental development equivalent to completion of four years college preferably with courses in business or public administration and four years of managerial experience in a public or business organization.
Knowledge Skills and Abilities:
Requires thorough knowledge of the principles and practices of public and business administration.
Requires extensive knowledge of the functions and organization of State government.
Requires extensive knowledge of the principles of business accounting program budgeting personnel management and statistics.
Requires working knowledge of data processing business applications.
Requires ability to develop and manage a complex or multiple statewide programs.
Requires ability to analyze administrative problems and adopt an effective course of action.
Requires ability to develop install and evaluate new and revised methods procedures and performance standards.
Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.
Requires ability to estimate and budget for future needs and cost for personnel space equipment supplies and services.
Requires ability to develop and maintain cooperative working relationships with other managerial administrative supervisory or professional staff.
Requires willingness to travel and possession of a valid Illinois drivers license as required by individual positions with the class.
Preference will be given to Illinois residents in the hiring and selection process in accordance with the Illinois Secretary of State Merit Employment Code.
