ABOUT THE ROLE

Reporting to the Director Regulatory Analysis and Engagement the Assistant Director Committees and Regulatory Analysis Support will lead the management of Policy and Regulation divisions domestic stakeholder engagement committees and groups. The holder of this position will also provide business support services such as information and content management and internal governance processes including supporting AMSAs Regulatory Reform addition the position undertakes regulatory impact analysis under the Australian Governments Regulation Impact Analysis and Regulatory Burden Measurement frameworks to support AMSAs compliance with the Office of Impact Analysis (OIA) requirements. The position also assists in the delivery of the sections work program including policy projects.

You will be responsible for:

  • Undertaking analysis and provide advice on AMSAs regulatory change proposals IMO Resolution assessments regulatory costing under the Australian Governments Regulatory Burden Measurement framework OIA Preliminary Impact Assessments the preparation of Regulatory Impact Statements (RIS) and OIAs RIS carve-outs for AMSA.
  • Representing AMSAs interests in negotiations and correspondence with the OIA and other external agencies on matters relating to regulatory impact analysis costing consultation and compliance.
  • Undertaking research and supports the development and maintenance of training and guidance materials to build staff capability in best practice regulation.
  • Preparing and maintaining high quality documents processes and procedures forms and templates data and tools contact information and guidance to support the development of AMSA regulatory instruments.
  • Managing AMSAs stakeholder engagement committees fostering collaboration transparency and trust across internal and external partners.
  • Developing implementing and maintaining AMSAs post implementation review and evaluation framework.
  • Building and maintaining working relationships in AMSA and with its customers and stakeholders including other government entities.
  • Reviewing and maintaining AMSAs intranet sites for regulatory development and domestic stakeholder committees.
  • Preparing and/or contributing to high quality impartial and forthright regulatory discussion advice submissions reports papers and briefings.
  • Leading ad hoc project work relating to the National Law policy framework.
  • Preparing policy positions drafting instructions explanatory material and associated documents.

SKILLS AND EXPERIENCE

To be successful in this position you will have the following skills and experience:

  • Relevant tertiary qualifications and/or equivalent work experience preferably in a policy or regulatory role relating to safety matters.
  • Demonstrated ability to work under pressure and deliver results to a high standard in a timely manner.
  • Demonstrated ability to work collaboratively with others as part of a team and engage with stakeholders.
  • Demonstrated ability to undertake research and analysis synthesising complex information to develop options or advice.
  • Demonstrated ability to prepare briefings on complex issues and regulatory requirements.
  • Demonstrated ability to develop and/or administer policy regulation legislation preferably in relation to marine safety matters.
