Job Summary

JOB SUMMARY:

The Operations Support Officer (HIV) plays a critical role in the overall management of public health programs. The Operations Support Officer (HIV) is responsible for delivering highquality primary healthcare services including diagnosis treatment and management of three diseases as well as maternal and child healthcare services. This position is target-driven and accountable for meeting clinical targets in compliance with SCHs quality clinical and facility standards.

The contract type is Service Agreement and the duration is 3 months and extendable. The required position is one in  in Mandalay.

DUTIES & RESPONSIBILITIES:

The duties and responsibilities of the Operations Support Officer (HIV) include:

1. Clinical Service Provision:

Provide medical consultations diagnoses and treatment for clients ensuring compliance with SCHs quality standards.

Offer program related healthcare services including three diseases and maternal and child health care services.

Ensure appropriate referrals to higher-level facilities for advanced medical care and service linkage.

Always maintain patient safety and infection prevention protocols.

Ensure availability of essential medicines medical supplies and equipment at the clinic.

2. Clinic Operations &Management:

Oversee the day-to-day operations of the clinic including patient flow management and associated services.

Supervise laboratory service team counselling team clinic assistant and support staff ensuring effective clinic administration and service provision.

Maintain accurate documentation of clinical services in compliance with SCHs reporting and data management protocols.

Conduct regular stock analysis track disease trends and ensure continuous availability of commodities.

Take financial accountability for clinic expenditures according to organizational policies.

3. Data Management & Monitoring:

Collaborate with the SCHs Monitoring and Information System (MIS)team. Monitoring and Evaluation (M&E) team to address data errors and maintain complete clinical records.

Monitor the progress of activities work plans and project targets ensuring effective execution.

Analyze patient data and use findings to enhance clinic performance and service quality.

4. Team Supervision &Capacity Building:

Lead weekly or biweekly clinical team meetings to discuss challenges successes and solutions.

Provide coaching and mentorship to clinical and the laboratory team.

Organize training sessions for clinical team members to improve their skills and performance.

5. Networking & Collaboration:

Build effective partnerships with local health departments township administrations and other relevant stakeholders.

Represent Sun Care Clinic in local health networks and promote its services through community engagement.

Work with national program teams to align clinic services with broader public health initiatives.

6. Other Responsibilities:

Support SCH in developing innovative strategies to enhance healthcare delivery.

Perform any other relevant tasks assigned by the direct supervisor.

 

Key Skills and Competencies Technical Knowledge : Strong expertise in clinical care services primary healthcare and infectious disease management.

Communication Skills : Ability to effectively communicate with patients families and healthcare providers. Strong written and verbal communication skills in English and Myanmar.

Operational Management : Ability to manage clinical resources efficiently to ensure continuous service delivery. Experience in healthcare data management and evidence-based decision-making.

Leadership and Teamwork : Strong leadership skills with the ability to supervise mentor and motivate the clinic team. Ability to work collaboratively with multidisciplinary teams and external stakeholders.

Organizational Skills : Must be highly organized detail-oriented and systematic. Strong ability to plan prioritize tasks and meet targets effectively.


Qualifications :

Qualifications and Requirements

Must hold an M.B. B.S. degree and a valid SAMA medical license.

Minimum of two years of experience as a general practitioner (preferred).

Additional diploma or training in healthcare management is an advantage.

Proficiency in Microsoft Office applications (Word Excel PowerPoint).

Strong commitment to providing equitable and high-quality healthcare.

Ability to work in a challenging and dynamic environment.
