Role Overview
We are seeking experienced Project Management Consultancy Services to lead the design implementation and delivery of the Health Products Regulation Groups (HPRG) Investigation Case Management System. The engagement will oversee the entire project lifecycle from needs assessment and stakeholder engagement through to procurement implementation risk management and training ensuring the solution is delivered on time within budget and to specification.
The consultant will provide independent project leadership and strategic guidance to ensure the system effectively supports HPRGs investigation processes regulatory compliance and data integrity requirements.
Project Planning & Leadership
Develop and manage a comprehensive Project Plan detailing timelines milestones deliverables and associated costs.
Define project governance scope and resource allocation strategies to support on-time and on-budget delivery.
Oversee day-to-day project execution monitor progress and ensure alignment with Departmental objectives.
Needs Assessment & Business Analysis
Conduct discovery workshops and needs assessments with HPRG stakeholders.
Analyse current investigation case processes identify pain points and define future-state requirements.
Document and prioritise system requirements and ensure traceability throughout delivery.
Stakeholder & Change Management
Build and sustain strong relationships with business units technology teams and external partners.
Develop and execute a stakeholder engagement plan that facilitates open communication and effective decision-making.
Provide regular briefings and progress reports to senior executives and governance bodies.
Technology Evaluation & Procurement
Evaluate potential technology solutions aligned with regulatory security and operational requirements.
Support procurement planning including preparation of evaluation criteria and vendor selection processes.
Ensure all procurement activities comply with Commonwealth policy and procurement guidelines.
Risk & Quality Management
Develop and maintain a risk management framework to identify assess and mitigate project risks.
Establish quality assurance checkpoints and conduct formal reviews to validate deliverables against agreed requirements.
Manage the change control process to ensure variations are properly assessed and approved.
Implementation & Support
Oversee system configuration testing training and transition-to-production activities.
Ensure user readiness through training and support documentation.
Monitor post-implementation performance and coordinate issue resolution.
Detailed Project Plan with milestones costs and dependencies.
Needs Assessment Report and business requirements documentation.
Technology evaluation and recommendations report to support investment decisions.
Risk Management and Quality Assurance Plan.
Implementation roadmap with governance and change control processes.
Final Project Completion Report including lessons learned and transition artefacts.
Capability to Meet Requirements
Demonstrated experience managing end-to-end ICT project delivery within the Commonwealth or other large complex organisations.
Proven capability to design and implement case management or regulatory systems involving multiple stakeholder groups.
Strong understanding of project governance risk management and procurement under government frameworks.
Data Security and Privacy
Demonstrated ability to implement and oversee systems that safeguard data security privacy and confidentiality in line with Commonwealth security standards and privacy legislation.
Experience delivering digital transformation or regulatory compliance systems in a health or government setting.
Knowledge of the Australian Government Protective Security Policy Framework (PSPF) and Privacy Act 1988.
Certification in project management and experience leading hybrid teams in a government environment.
Required Skills:
Key Requirements Mandatory TSPV Security Clearance (candidates must hold clearance prior to applying; sponsorship to upgrade is not available). Australian Citizenship. Willingness to undergo ASDs Organisational Suitability Assessment (OSA) including psychological testing and interview. Technical Competencies Strong knowledge of data engineering principles including pipelines models metadata management and interoperability. Experience with data storage transformation integration and analytics solutions. Understanding of Defence data architecture and security frameworks. Familiarity with relevant programming languages tools and platforms (e.g. Python SQL Spark cloud-based data platforms). Behavioural Competencies Strong analytical and problem-solving abilities. Proven stakeholder engagement and communication skills. Ability to work collaboratively within teams and across organisational boundaries. Commitment to ethical use of data and compliance with policy frameworks. Derives data management structures and metadata to support consistency of information retrieval combination analysis pattern recognition and interpretation throughout the organisation. Plans effective data storage sharing and publishing within the organisation. Independently validates external information from multiple sources. Assesses issues that might prevent the organisation from making maximum use of its information assets. Provides expert advice and guidance to enable the organisation to get maximum value from its data assets. modelling and design: Level 4 (SFIA) Investigates enterprise data requirements where there is some complexity and ambiguity. Plans own data modelling and design activities selecting appropriate techniques and the correct level of detail for meeting assigned objectives. Provides advice and guidance to others using the data structures and associated components. : Level 4 (SFIA) Identifies and prioritises appropriate measures scales and targets. Supports projects functions or teams in the development of measurement methods. Specifies base and derived measures which support agreed information needs. Specifies how to collect and store the data for each required measure. Provides guidance on collection of data. Designs reports and reporting formats. assurance: Level 4 (SFIA) Plans organises and conducts assessment activity and determines whether appropriate quality control has been applied. Conducts formal assessments or reviews for given domain areas suppliers or parts of the supply chain. Collates collects and examines records analyses the evidence and drafts all or part of formal compliance reports. Determines the risks associated with findings and non-compliance and proposes corrective actions. Provides advice and guidance in the use of organisational standards. Contract The buyer has chosen to use the simple contract for this procurement.
