Purpose of the Post
Under the direction of the Head of Human Resources the post holder will deputise for the Head of Human Resources and Medical Manpower Manager in his/her absence. The role will have specific responsibilities for a number of key functions in the context of the management of medical staff within the organisation.
He/ she will work with the Head of HR and Heads of Service to ensure processes relevant to the recruitment and retention of staff are in place in supporting the on-going delivery of a safe and quality service.
The post holder is a key resource to the Heads of Service in the delivery and implementation of a range of generalist HR services to include provision of advice and guidance on HR policies and procedures in line with HR best practice and employment legislation to support the service area in the achievement of its business objectives.
The duties for the position of HR Lead comprise inter alia the following:
Recruitment and Workforce Planning
Local Staff Induction
Support Service Management in monitoring professional registration requirements and vetting processes such as Garda Vetting Police Clearances etc.
Learning Training and Development
Employee Relations
Change Management
Performance Achievement
Performance Management
Employment monitoring (Census)
Implementation of HSE HR policies and procedures and employment legislation;
Wellness at Work initiatives
Attendance Management
The post holder will act as a key HR support / resource to the Line Managers Supervisors
and staff in the delivery of the Organisational Strategy in line with the Programme for
Government.
Eligibility Criteria
This campaign is confined to staff who are currently employed by the HSE TUSLA other statutory health agencies* or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867
* A list of other statutory health agencies can be found: applicants will be those who on the closing date for the competition:
(a) Have satisfactory experience in an office under the HSE TUSLA other statutory health agencies or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)
And
Have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE TUSLA other statutory health agencies or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004
And
(b) Candidates must possess the requisite knowledge and ability including a high standard of suitability for the proper discharge of the office.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
