About the Position:
TheCity of San Bernardino is looking for a Senior Human Resources Technician to join our Recruitment team. The Senior Human Resources Technician performs a variety of highly responsible and complex paraprofessional and administrative duties in support of the Citys Human Resources Department. While the primary focus of this position will be on recruitment and selection activities the incumbent may also be asked to assist the Benefits team with related tasks and cross-functional projects as needed.

The ideal candidate will be task-oriented able to work efficiently in a high-volume environment and demonstrate the ability to work independently as well as collaboratively within a team.Flexibility and a willingness to assist across HR functions including Benefits when needed are essential to this role.



This recruitment is being conducted to establish an eligibility list for potential future vacancies.

HR Information Systems (HRIS): Experienced with HR software including NEOGOV and adept at utilizing systems to streamline HR processes.
Recruitment and Talent Acquisition: Expertise in screening interviewing and selecting top-tier candidates for a wide range of positions ensuring the right fit for the organization.


Day in the life consists of:
  • Assist in the development and review of recruitment strategies to attract qualified candidates; ensure all vacancy information is accurate up-to-date and aligned with recruitment goals.
  • Create and post recruitment announcements and manage advertising through online platforms newspapers and professional publications.
  • Review reconcile and process invoices for payment related to recruitment efforts; maintain vacancy listings on the City website and in public folders
  • Represent the City at job fairs and outreach events providing information to potential applicants and assisting in recruitment efforts.
  • Offer information and services over the counter and via phone handling inquiries related to job vacancies application processes and employment requirements.
  • Review and process applications ensuring completeness accuracy and compliance with requirements.
  • Prepare and distribute HR newsletters and ensure employees are informed about upcoming HR events and updates.

What You Need to Qualify

Education and Experience:
Possession of an Associates Degree from an accredited college in Business Management Psychology or a related field.

AND

Two (2) years of technical or administrative human resources experience; or an equivalent combination of education training and experience.

Licenses Certifications and Equipment:
A valid State drivers license is required.


Knowledgeof :
  • Knowledge of HR functions such as recruitment selection position control compensation payroll and benefits along with associated terminology and practices.
  • Familiarity with federal state and local laws and regulations governing public human resources management.
  • Strong understanding of City-specific employment and benefits systems including their operations and requirements.
  • Proficiency in using standard business software applications such as word processing and spreadsheets to support HR functions.
  • Expertise in business communication principles proper English usage and knowledge of recordkeeping filing procedures and legal requirements.

Skill in:
  • Proficient in using computers and standard business software with the ability to operate office equipment and manage benefits and employment programs.
  • Skilled in planning organizing and meeting deadlines with minimal supervision while maintaining accurate records and files.
  • Strong communication skills both oral and written with the ability to prepare clear concise reports and represent the department in meetings with internal and external parties.
  • Capable of handling sensitive complex and confidential personnel issues with tact and diplomacy while maintaining confidentiality.
  • Effective at establishing and maintaining productive working relationships and providing excellent customer service.
