DESCRIPTION OF SERVICES:
State Accountants ensure accurate efficient and compliant fiscal operations at the State level through oversight of financial transactions and records; preparation of comprehensive and accurate reports; establishment and maintenance of internal controls policies procedures and programs; and development maintenance and enhancement of automated financial information systems. State level encompasses or impacts operations of agencies across all branches of state government and may also include schools counties municipalities or other organizations.
REQUIRED AND DESIRED KNOWLEDGE SKILLS AND ABILITIES:
Applicants must have education training and/or experience demonstrating competence in each of the following areas:
years experience in financial project management such as planning scheduling staffing coordinating controlling monitoring evaluating and reporting on the status of financial services or related automated financial information systems project design development or implementation.
year of experience in governmental accounting with the oversight of financial reporting and internal controls OR one year of experience in the oversight of a financial management system application.
year of experience in conducting statistical analysis internal control reviews or preparing financial statements such as balance sheets and profit and loss statements or risk assessments to identify risks variances trends and discrepancies and recommending improvements based on findings.
year of experience in developing and evaluating internal controls financial policies or procedures.
training and/ or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
Knowledge of operating requirements of automated financial management system(s) and the consequences of system modifications and enhancements.
Skill in providing technical guidance and consultation on complex matters requiring subject matter expertise in a fiscal oversight function(s).
Skill in defining and documenting how system functionality services upgrades and enhancements meet business requirements.
Skill in conducting statistical analysis internal control reviews or risk assessments to identify risks variances trends and discrepancies.
Skill in recommending improvements enhancements or modifications.
Ability to plan schedule assign delegate and monitor the work of a project team.
Ability to implement plans and change set forth by management using results-oriented goals for measuring success.

Knowledge of professional accounting principles practices and standards including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) as they apply to state operations and financial reporting.
Knowledge of applicable federal state and private-sector laws rules regulations standards policies and procedures.
Knowledge of the methods and techniques used in researching and analyzing inquiries requests or system problems.
Knowledge of the principles and practices of project management.
Knowledge of financial and system impacts on organization and operations of agencies within state government.
Skill in providing routine technical guidance consultation and recommendations.
Skill in using computer software and automated information systems to research review evaluate and report on data.
May have skill in maintaining reviewing and verifying table configuration in an automated information system.

JOB DUTIES AND RESPONSIBILITIES:
This level manages state accountant work ensuring accurate efficient and compliant fiscal operations in one or more fiscal oversight function(s) at the State level. This level is distinguished from previous levels by managing the following: reconciliation and approval of statewide financial transactions records and reports; establishment and maintenance of internal controls policies procedures and programs; or development maintenance and enhancement of automated
financial information systems and training.
Receives general direction and guidance from a technical or administrative supervisor in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives and manages daily operations.
Manages one or more fiscal oversight function(s) at the State level by developing implementing supervising evaluating and overseeing daily state accountant work and ensuring goals and objectives are met.
Has authority to make decisions in assigned fiscal oversight function(s) that impact operations; work is performed independently with only the most complex matters requiring review and approval by administration.
Supervises two or more merit full time positions at least one of which must be in this State Accountant series. The elements of supervision include performing the following on a regular and continuing basis: planning assigning reviewing evaluating coaching training disciplining and recommending hire termination and promotion.
Oversees data and research such as cash flow or other financial analyses and projections quality assurance reviews impact analysis or business needs analysis to develop and plan functional and technical requirements.
Participates in the development implementation and evaluation of strategic initiatives policies procedures internal controls and statewide financial reports.
Develops and maintains procedures forms training or other communications; provides education and training to agencies and others to ensure understanding and compliance.
Analyzes new or revised state and federal laws rules and regulations and assesses impacts on assigned area.
Communicates effectively with state agencies organizations vendors or others to make decisions on complex challenges provide policy direction and ensure all business needs and objectives are met.
HOURS OF OPERATION: 40 hours per week Monday through Friday (excluding federal holidays).
