Position Summary

This position performs complex technical work including roadway management database management infrastructure design construction and preservation systems operation and traffic engineering. The position provides advanced advice regarding industry best practices related to traffic safety roadway management transportation planning design construction planning operations asset preservation maintenance testing and performance. This position typically reports to an Engineer Coordinator or Technologist II.

Duties & Responsibilities

  • Develop maintain and coordinate databases for infrastructure planning asset management operations preservation traffic safety material testing and field inspection
  • Provide technical analysis and support for operations preservation traffic safety and testing activities
  • Review and comment on drawings specifications plans and applications to ensure compliance with City standards
  • Monitor manage and analyze data for operational programs
  • Supervise staff consultants and contractors
  • Operate and interpret results from specialized software (AutoCAD Crystal Reports RapidPlan SPL MMS) to support transportation planning design construction and traffic safety
  • Develop and review standards specifications processes and manuals for roadway and traffic operations
  • Evaluate engineering designs testing protocols and equipment standards
  • Research and prepare technical reports; assess new technologies and best practices
  • Provide expert advice on infrastructure planning and performance including GPS/GIS integration software development equipment deployment and quality control
  • Manage projects budgets and contracts
  • Represent the department in meetings with internal teams external agencies and the public
  • Respond to inquiries from the public City Council and other departments
  • Collaborate on team initiatives and contribute as an effective team member
  • Support labour relations including staffing discipline development and performance reviews
  • Ensure compliance with safety regulations and City procedures at worksites
  • Perform other related duties as required

Key Qualifications

  • The knowledge abilities and skills are obtained through completion of a two-year diploma in Civil Environmental and/or Water Resources Engineering Technology or equivalent.
  • Knowledge of and demonstrated ability to apply engineering practices principles theories computations analyses and statistics
  • Knowledge of basic transportation infrastructure planning roadway management design materials operation construction maintenance and preservation
  • Knowledge of basic drafting and surveying technology practices and techniques Knowledge and ability with sampling and laboratory/field/facility test procedures
  • Beginner level skills with GIS and CAD skills to display data including symbology create edit and query data modify drawings relate data and prepare designs using software such as Arc View AutoCAD Civil 3D and RapidPlan
  • Ability to interpret understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act other legislation and expectations of City of Reginas policies standards practices and guidelines
  • Ability to plan coordinate direct and supervise the work of others
  • Ability to acquire and apply knowledge of City policies and procedures and legislative and regulatory requirements
  • Ability to operate and maintain facility and network systems and mobile equipment
  • Demonstrated ability to develop and work with complex databases
  • Intermediate skills to create tables charts and forms create formulas create queries and reports modify and customize charts and tables use pivot tables and cross tab queries and import/export data from various sources and formats using office
  • productivity software such as in MS Office Word Excel PowerPoint and Access
  • Skill to develop innovative engineering/technical solutions
  • Skill to manage budget and evaluate progress and quality of projects programs contracts and operations
  • Skill to work independently and prioritize tasks and projects Skill to express ideas effectively in oral and written form
  • Skill to establish and maintain effective working relations and a respectful work environment with superiors subordinates coworkers and the public
  • Skill to work as part of a team and actively collaborate both interdepartmentally and with external stakeholders to accomplish tasks and goals

Working/Other Conditions

  • Must possess a valid Class 5 Drivers License and have a vehicle available for work usage (a travel allowance is provided)
  • Must be registered or able to obtain registration and maintain registration under Technology Professionals Saskatchewan (TPS) and any other applicable governing professional bodies
  • Candidates must participate in training and be willing and able to complete recognized certification programs and courses to perform the work and maintain status
  • Will be required to work from variable bases of operation. (e.g. 4th Avenue Yard and/or other designated bases)
  • Must be able and willing to perform work of a physical nature in all types of plant field
  • environments and inclement conditions
  • Willing to be on call perform overtime work shift and/or irregular hours

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies skills and knowledge.
