Primary Purpose of Position:
The Department of Natural and Cultural Resources is seeking an enthusiastic team member to be part of our wonderful organization! The Budget Analyst II works with a team to conduct the budget execution processes to ensure compliance with the myriads of complex rules and regulations outlined in the State Budget Act and relevant General Statutes the State Budget Manual State policies and rules and the Federal Office of Management and Budget Circulars. This position will assess advise and execute budgets to meet the goals and priorities of the department through regular consultations with departmental staff. This position is responsible for implementing and ensuring all funding from state appropriations federal funds and departmental receipts are appropriately accounted for and budgeted in the Office of State Budget and Management (OSBM) budget system.

Key Responsibilities include but are not limited to:
  • Assists agency divisions with developing budget recommendations.
  • Provides policy oversight development and consultation to division business officers including interpreting complex statutes/session laws.
  • Responds to legislative and Fiscal Research Division inquiries.
  • Prepares the base budget for the Departments biennial budget process and budget execution and the preparation and submission of budget revisions.
  • Utilizes budget reports at the fund and program level to monitor forecast project analyze data research and problem-solving.
  • Presents the quarterly budget reports as mandated by OSBM data accumulation economic forecasting internal/external presentations and financial reporting.
  • Prepares and submits revisions for realignments lapsed salary fund balance and over-realized receipts daily.
Position/Physical Requirements:
  • Typical work schedule is 8am-5pm 40 hours.

Knowledge Skills and Abilities / Competencies

Management Preferences:

  • Demonstrated experience using data analysis tools and accounting and budget systems such as Excel NCFS and/or IBIS.
  • Demonstrated experience preparing and/or submitting budget revisions.
  • Demonstrated experience preparing interpreting and analyzing complex reports and/or data requests.
  • Demonstrated experience interpreting and/or applying budget and accounting principles practices and/or complex Federal and State fiscal regulations.

Minimum Education and Experience Requirements

Bachelors degree in business administration public administration accounting or related field from an accredited institution
AND
Four years of experience preferably including experience in accounting or budgeting
OR
An equivalent combination of education and experience.

Division Description:

The Budget and Finance Office provides leadership and strategic support to the Department by directing preparing and certifying annual and biennial budgets; analyzing and researching budgetary issues that impact the Departments divisions programs budgets and plans; and overseeing the fiscal operations policies and procedures for the department. The fiscal responsibilities include but are not limited to accounts payable accounts receivable payroll collections billing capital improvements fixed asset management cash management fiscal reports procurement leases and Memorandum of Agreements. The Office is also responsible for monitoring activities throughout the Department to ensure compliance with state and federal laws regarding accounting budget purchasing and contracts.

Veterans and National Guard Preference
