    This exempt position works 52 weeks per year 8 hours per day.

    EVSC employees have access to the EVSC Wee Care Learning Centers. The Wee Care program provides a quality early learning experience for employees children as young as six weeks through age five at a special employee rate.

    This position will automatically be enrolled in the Public Employees Retirement Fund (PERF) through the state of Indiana which includes a defined benefit (Pension) as well as an Annuity Savings Account (ASA). Employees may also participate in a 403(b) Plan. Enrolling in the 403(b) plan allows employees to save for their retirement by making a pre-tax salary deferral contributions to the Plan.

    Eligible employees may enroll in the EVSC group life insurance and long term disability plans. EVSC also offers a variety of voluntary insurance products through American Fidelity.

    SUMMARY:
    The Manager of Federal Projects and Business Affairs manages the financial operations of federal state and INMAC grant programs for a school district. It includes budgeting payroll allocations financial reporting compliance monitoring and audit preparation. The role also supports broader district financial operations like general ledger maintenance cash flow management and support for audits and reporting while ensuring sound fiscal stewardship accurate reporting and alignment of financial practices with local state and federal guidelines.

    ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.
    • Oversee financial operations of federal state and INMAC grant programs including budgeting cash requests reconciliations and compliance reporting.
    • Monitor and process purchase orders payroll charges claims and outstanding obligations tied to grant funding.
    • Prepare and maintain financial reports and projections to meet reporting and data request requirements.
    • Assign and manage payroll accounts salary/fringe benefits and insurance allocations for grant-funded staff.
    • Administer programs such as Alternative Education MED-FED/MED-State SSSG STAA and Common School Loans including fund setup compliance reporting and closeout.
    • Provide guidance to private schools and early learning centers regarding federal allocations and compliance requirements.
    • Coordinate INMAC-related reporting staff pool certifications and cost documentation with PCG and the Indiana Department of Education.
    • Contribute to the development and implementation of long-term financial plans aligned with district goals.
    • Support the annual budget process and evaluate financial implications of district initiatives.
    • Maintain compliance with GAAP and Indiana State Board of Accounts requirements.
    • Reconcile bank accounts maintain the general ledger and support investment cash flow and debt service activities.
    • Support business office functions including purchasing payroll accounts payable/receivable and risk management.
    • Monitor and maintain indirect cost rates and interest earnings records.
    • Coordinate preparation and support for internal and external audits.
    • Compile and submit required state and federal reports including Gateway filings.
    • Maintain financial documentation and records to meet audit and federal retention requirements.
    • Manage annual SAMS registration and related federal compliance tasks.
    • Oversee office supply management mail distribution and copier system support.
    • Provide backup support for ECA vendor setup financial receipting and other business office functions.
    • Serve as a resource to staff and schools on financial systems and grant compliance.
    • Maintain good attendance.

    • Knowledge of GAAP SBOA regulations and federal grant guidelines.
    • Ability to establish and maintain effective working relationships with staff and the school community.
    • Ability to multitask learn new tasks quickly and be a self-starter.

    EDUCATION AND/OR EXPERIENCE:
    High school diploma or GED required. Associates or Bachelors degree in Accounting Business Finance or related field preferred. Minimum of 13 years of related financial/grant experience required or equivalent combination of education and experience.
