This is a full time TIME-LIMITED position (40 hours per week) with StateBenefits for a limited duration of time (with the potential to extend up to 36months).The work schedule is Monday - Friday 8am-5pm.We value our employees and are committed to providing flexibility in work schedules. This position qualifies for teleworking on a part-time basis as part of the State Telework Program.


The primary purpose of the Disaster Procurement Specialist III is to performs purchasing responsibilities for a major group of services and commodities within a large State Agency. Primary assignment will be procurement agent for several specialty and/or technical items especially in specification development and vendor identification along with a wide variety of more standard commodities/services. This position is considered the event of a declared state of emergency this position may be called to work on the State Emergency Response Team. The work involves the responsibility for processing requisitions purchase orders and competitive bids for general and specialized commodity areas such as equipment material supplies and services.


Duties include but are not limited to the following:


  • Drafting Request for Quotes and Request for Proposals Requests for Bid Invitations for Bid purchase from State Term Contracts and Agency Specific Contracts.
  • This position will analyze specification development on an as needed basis draft and negotiate procurements bid evaluations and administer legally binding mission critical disaster procurements.
  • Position requires communication with end users and vendors in the development of projects planning for procurements and scheduling of procurement activities.
  • Extensive knowledge of contracts and procurement procedures and regulations of the State of North Carolina.
  • Demonstrated experience to develop procurement strategies and exhibit strategic thinking capability.

About the Purchasing and Logistics Division:

The purpose of the organizational unit of Purchasing and Logistics is to provide Comprehensive procurement of goods and/or services to the entire Department of Public Safety in six primary functional areas: Purchasing of Goods and Services; Real Property Lease and Acquisitions; Central Supply Warehouse and Logistics; Fleet Management; Auxiliary Support Services / Law Enforcement Support Services (LESS) Office; and DNA Evidence Collection of Anonymous Sexual Assault Kits.

The primary purpose of the Department of Public Safety is the efficient and effective Administration of the Department of Public Safety Budgetary Management Financial Management Procurement and other services consistent with the N.C. General Statutes State Budget Fiscal Policies and Procedures State Purchasing and Contract Administrative Code DPS Fiscal Policies and Procedures and Generally Acceptable Accounting Principles and Practices.

The Fleet Management Section is responsible for over 8000 vehicles rented from Motor Fleet Management or owned by the Department. This section is responsible for the scheduling of repairs fuel and replacement of vehicles for the various Divisions within DPS.

Management Preferences

  • Demonstrated extensive knowledge of procurement and/or purchasing procedures and/or regulations of the State of North Carolina.

  • Demonstrated working knowledge of economics market condition and/or methods of transportation procurement or supply management.

  • Demonstrated thorough working knowledge and/or understanding of LARGE-SCALE purchasing methods or procedures

  • Demonstrated working knowledge of various services being procured

  • Experience maintaining records of some complexity and preparing reports on tabulations from these records.

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution three years of procurement experience; OR equivalent combination of education and experience.

Necessary Special Requirements
Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
