JOB TITLE:Assistant Payroll Manager

REPORTS TO:Payroll Manager

GENERAL DUTIES SUMMARY:

Perform complex accounting duties in association with the preparation and maintenance of payroll and related benefits accounts and records. Perform other related services as requested by the Payroll Manager.

REQUIREMENTS & RESPONSIBILITIES

To perform this job successfully an individual must be able to perform the following requirements and responsibilities satisfactorily in coordination with and under the direction of the Payroll Manager.   • Oversee and perform complex payroll functions to ensure accurate complete and timely distribution of payroll.
  • Learn current practices and changes regarding the Districts insurance carriers and policies medical dental vision workers compensation life long term disability programs and unemployment.
  • Assist in preparing special reports or projects requiring extensive research interpretation or auditing of financial and statistical data.
  • Analyze payroll system to recommend improvements to meet operational objectives.
  • Answer questions from District staff regarding wages deductions payroll calculations and procedures and all benefit options.
  • Prepare and analyze payroll schedules.
  • Understand preparation of payroll reports including federal and state quarterly and annual reports as back up to the Payroll Manager.
  • Provide training to payroll staff and absence system users.
  • Supervise and evaluate payroll specialists.
  • Maintain District payroll website.
  • Process voids with journal entries and reissue payroll/liability checks as back up to the Payroll Manager.
  • Monitor digital Unemployment questionnaires.
  • Process terminations for final payroll check including prorations of leave and possible pay docks.
  • Process employee changes (i.e. work location hours for leave adjustments in accounting and time clock systems).
  • Oversee and monitor the time clock system processes.

QUALIFICATIONS

The essential qualifications of the position are listed below. They include the requisite skill experience and education for the assignments in this classification. The qualifications listed below are representative of the knowledge/skill and ability required.   • Three years of experience in a payroll position.
  • Supervisory experience preferred.
  • Graduation from high school or completion of the equivalent GED certificate.
  • College level accounting courses or work experience to equal that knowledge.
  • Computer experience in database management spread sheets word processing and computer systems.
  • School district payroll experience preferred.
  • American Payroll Association Certification preferred.
  • Accounting principles particularly as applied to governmental accounting and payroll preparation.
  • Thorough knowledge of payroll preparation and maintenance of related fringe benefit accounts and records e.g. calculation of hours worked leave accounting tax computations withholdings and employer expenses for employee benefits and maintenance of payroll liabilities.
  • Knowledge of tax shelter annuities programs (403B and 457) deferred compensation and legal compliance regulations with the IRS.
  • Knowledge of Section 125 IRS regulations.
  • Operation of data processing systems as they apply to payroll and related accounting functions and implementation of new computerized programs.
  • Advanced desktop computer software experience e.g. Microsoft Word Excel Google Suite products.
  • Understanding of the Public Employees Retirement System.
  • Federal and state laws governing salary and benefit administration; e.g. wage hour laws COBRA HIPPA and FMLA/OFLA.
  • Preparation of federal and state payroll reporting records as back to Payroll Manager.
  • Knowledge of bargaining contracts and their relationships with federal and state laws.
  • Knowledge of accounting for post-employment benefits under single employer benefit plan resulting from collective bargaining agreements.

Ability to:

  • Set up and maintain data processing e.g. the Districts in-house payroll system alongside Payroll Manager.
  • Operate standard office machinery including calculator and desktop computer.
  • Apply accounting principles to the maintenance of payroll fiscal records and statements.
  • Tabulate statistical data and compile necessary reports.
  • Establish and maintain effective working relationships with staff and demonstrate proficiency in the supervision and training of employees.
  • Deal with problem resolution through training written and oral communications.

SUPERVISION

Assist in supervising Payroll and Benefit Specialists. Assign duties resolve department and personnel problems and review performance for accuracy completeness and overall effectiveness.

  • Limited lifting of objects weighing 15-25 pounds
  • Input data at a computer terminal for 6-8 hours per day
  • Sit for long periods of time (5-6 hours)
  • Stand reach and bend
  • The individual is occasionally exposed to outside weather conditions.
  • The noise level in the work environment is usually moderate.
  • The majority of the work day is spent indoors.
  • Occasional night and/or weekend duty is required.

EVALUATION

Performance of this job will be evaluated by the Payroll Manager in accordance with the Managerial contract and Board Policy

TERMS OF EMPLOYMENT

This is a 12-month position assigned to the classification of the Manager/Confidential Agreement salary schedule. Terms and conditions of employment are established by the Manager/Confidential Agreement
