This recruitment is to fill a Special Duty Assignment or Term Limited Temporary Position that is anticipated to last for three years.

King County Office of Emergency Management is looking for either an Emergency Management Program Specialist or Emergency Management Program Coordinator to join our team. TheEmergency Management Program Specialist role is designed for candidates who are building experience and will contribute through support and participation. The Emergency Management Program Coordinator role carries greater responsibility with an emphasis on leading coordinating and mentoring. Position is responsible for working on projects and programs involving inter-agency inter-jurisdictional and multi-disciplinary coordination in King County.

Be a key player in the planning and development for present and future services. Role involves daily interaction with senior-level management elected officials and multiple intergovernmental partners. Requires a self-starter who is interpersonally and politically savvy can work on multiple projects and is a great problem solver. Strong communication skills are essential.

ABOUT KING COUNTY EMERGENCY MANAGEMENT

King County Emergency Management is responsible for preparing and planning for disasters and emergencies as well as providing effective direction control and coordination of County government emergency services functional units before during and after emergencies and disasters. We liaise with other governments and the private sector and serve as the coordinating entity for cities County governmental departments and other agencies before during and after emergencies and disasters. This work is done in compliance with a state-approved comprehensive emergency management plan.

King County Emergency Management implements strategies and conducts activities to enhance the capability and capacity of the King County region to prepare for and then operate in all types of emergency and disaster situations across the five mission areas: prevention protection mitigation response and recovery. Preparedness establishes the risk environment; establishes frameworks for roles responsibilities tasks; provides for integration of various capabilities; and uses training and exercises to validate and revise those capabilities. These capabilities can then be executed or operationalized prior to during and after emergencies and disasters. Capabilities in the context of emergency management are distinct yet interdependent elements that provide the means to accomplish missions functions or objectives through the execution of related tasks.

In July 2022 King County earned its second consecutive accreditation through the Emergency Management Accreditation Program (EMAP). EMAP accreditation demonstrates that King County has proven its capabilities in disaster preparedness and response systems.


CURRENT POSITIONSSuccessful candidates will be placed in the Emergency ManagementProgram Specialist or Coordinatorclassification. Classification determinations will be based on experience skill and knowledge the candidate demonstrates.

SCOPE OF JOB DUTIES-The successful Emergency Management Program Specialist candidate at a minimum will demonstrate skill and ability to:
  • Assist in the development and administration of emergency management programs including grants and contracts hazard and threat identification risk assessment emergency planning capability development training exercises and event planning.
  • Participate in EOC operational readiness activities such as writing procedures supporting equipment maintenance and assisting with training and exercises.
  • Help develop plan and facilitate workshops for stakeholders and mandated committees.
  • Support analysis of operations to identify efficiencies reduce waste and recommend improvements during daily work and EOC activations.
  • Assist in promoting regional coordination communication and collaboration to align emergency management practices.
  • Act as a liaison among regional partners and King County OEM by advocating for resources identifying partner concerns and helping to initiate new emergency management personnel.

We Are Looking for Candidates:
  • Have a basic knowledge of current emergency management laws regulations principles practices and Federal grant programs; OR equivalent education and experience that demonstrates the ability to learn and apply these concepts.
  • Are familiar with principles and practices in grant program and project management and able to provide administrative and technical support to program and project activities.
  • Can research collect and compile information; assist with analyzing capabilities and risks; contribute to gap analyses; and draft reports summaries orpresentations under guidance.
  • Have the ability to develop and maintain relationships with a wide variety of constituents and individuals from diverse backgrounds supporting collaboration and team efforts. Customer service experience is critical to this position.
  • Are flexible and adaptable while working in a multi-faceted and sometimes ambiguous environment.
  • Are proficient with office productivity and online collaboration tools (King County uses Microsoft Office and other platforms).

SCOPE OF JOB DUTIES-The successful Emergency Management Program Coordinator candidate at a minimum will demonstrate skill and ability to:
  • Lead the development and administration of emergency management programs including complex components of grants and contracts hazard and threat identification risk assessment emergency planning capability development training exercises and event planning.
  • Coordinate and ensure EOC operational readiness by writing and maintaining procedures overseeing equipment maintenance and organizing training and exercises.
  • Develop plan and facilitate multiple workshops for stakeholders and mandated committees.
  • Analyze operations and lead the development of recommendations for process improvement efficiency and effectiveness during daily work and EOC activations.
  • Serve as a 24/7 King County OEM Duty Officer on a rotational basis.
  • Promote support and facilitate regional coordination communication and collaboration to unify and connect region-wide emergency management practices.
  • Serve as a primary liaison between King County OEM and regional partners by advocating for resources addressing constraints or concerns and mentoring new emergency management personnel.

  • Have applied expertise in current emergency management laws regulations principles practices and Federal grant programs; OR equivalent education and experience that demonstrates the ability to perform the job duties.
  • Are knowledgeable of principles and practices in grant program and project management and able to independently coordinate or oversee programs or projects.
  • Can research analyze and synthesize capabilities and risks perform gap analyses and prepare reports and presentations by evaluating findings interpreting data and presenting recommendations.
  • Have a proven ability to develop and maintain relationships with a wide variety of constituents and individuals from diverse backgrounds serving as a primary point of contact facilitator or representative. Customer service experience is critical to this position.
  • Are flexible and adaptable while working in a multi-faceted and sometimes ambiguous environment.
  • Are proficient with office productivity and online collaboration tools (King County uses Microsoft Office and other platforms.

NECESSARY SPECIAL INFORMATION -Successful candidates for this position must be able to:
  • Obtain and maintain a valid Washington State Driver License;
  • Pass a thorough background check/investigation;
  • Serve in the Emergency Operations Center (EOC) in an operational capacity or at other locations as may be assigned during exercises emergencies or disasters;
  • Be willing to work extended hours nights and weekends with minimal notice and carrying a cell phone and radio 24 hours a day seven days a week;
  • Serve as a First Responder during any emergency.
