Job Summary

Role Purpose:

To lead and manage land acquisition settlement and resettlement processes for coal block development in coordination with MCL and statutory authorities. The role is responsible for ensuring timely possession of land for coal mining projects by securing approvals handling legal compliances and maintaining stakeholder relations.

Key Responsibilities:

Land Acquisition & Mine Development

  • Facilitate acquisition of land required for coal block projects under the Coal Bearing Areas (Acquisition and Development) Act 1957 (CBA Act).
  • Coordinate with MCL MoC District Administration and Revenue Authorities for notification survey possession and handover of land.
  • Ensure mutation lease execution and maintenance of land records for mining areas.
  • Assist in surface right compensation crop compensation and settlement of landowners/occupiers.

Statutory Compliance & Approvals

  • Ensure compliance with provisions of CBA Act Forest Rights Act Land Acquisition Act and other relevant statutes.
  • Coordinate with government authorities for R&R implementation Gram Sabha resolutions and consent-based agreements where required.
  • Maintain and update all land-related legal documents MoUs and acquisition notifications.

Rehabilitation & Resettlement (R&R)

  • Plan and implement R&R in line with MCL/Coal India R&R Policy and State R&R guidelines.
  • Liaison with State R&R authorities for approval of schemes and disbursement of compensation.
  • Monitor shifting of Project Affected Persons (PAPs) and ensure timely provision of rehabilitation benefits.

Stakeholder & Liaison Management

  • Develop and maintain strong liaison with MCL officials State Government departments revenue and forest officials.
  • Engage with landowners local leaders and community representatives to address grievances.
  • Facilitate smooth handover of land to project teams for mine development.

Legal & Dispute Resolution

  • Represent company in revenue courts arbitration and other forums for land-related disputes.
  • Coordinate with Legal Department and external counsels to safeguard companys interests.
  • Proactively address encroachment and title-related risks.

Team Leadership & MIS

  • Lead the land management team for efficient execution of acquisition and settlement activities.
  • Maintain accurate land records digital mapping and MIS for periodic review.
  • Provide regular updates to management on progress challenges and risk mitigation.

Job Specification

Educational Qualification:

  • Graduate in Law (LLB) / Postgraduate in Land Management Rural Management Social Work or MBA (Rural Development/General Management).
  • Desirable: Certification/Training in Land Acquisition R&R or Revenue Laws.

Experience

  • 1520 years of experience in land acquisition for coal mining/infrastructure projects preferably under CBA Act.
  • Minimum 5 years in a leadership role managing land R&R and government liaison.
  • Proven experience in handling large-scale mining land acquisition with Coal India/MCL/SCCL/other PSUs.

Knowledge & Skills:

  • In-depth knowledge of:
    • CBA Act 1957 and Land Acquisition Acts.
    • MCL/Coal India R&R Policy and State R&R frameworks.
    • Mutation lease execution compensation and revenue processes.
    • Forest diversion and consent procedures for mining projects.
  • Strong liaisoning ability with central/state authorities and MCL.
  • Negotiation and conflict resolution skills.
  • Fluency in English Hindi and local language (Odia desirable).
  • Proficiency in maintaining digital land records GIS/mapping tools is an added advantage.

  • Stakeholder management at both community and government levels.
  • Analytical thinking problem-solving and decision-making ability.
  • Ability to work under pressure in field/remote conditions.

  • Willingness to travel extensively within Odisha and to government offices.
  • Capability to handle complex and sensitive land acquisition issues with diplomacy
