Overview
GENERAL PURPOSE OF JOB:
The Divisional Emergency Disaster Services (EDS) Director will be responsible for the development management and coordination of disaster services preparedness response and recovery operations / programing throughout the Division. Working with Officers volunteers and staff the Divisional EDS Director will conduct and coordinate training initiatives; prepare and coordinate response activities; manage or coordinate recovery efforts and programs; and serve as the overall emergency manager for initiatives across all phases of the emergency management cycle (preparedness response recovery and mitigation).
Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Establish and maintain cooperative relationships across the NEOSA Division with Salvation Army Corps Service Units local public and private agencies that provide disaster relief to ensure effective service.
- Develop and retain a dedicated and trained volunteer cadre capable of responding to divisional territorial and national disasters including qualified Incident Management and Emotional and Spiritual Care teams
- Cultivate officers employees and volunteers to represent The Salvation Army at various community task forces special projects and maintain partner agency relations
- Work to develop and implement a disaster training calendar including basic intermediate and advanced courses
- Maintain active participation and relationship building with regional state and local government and non-government agencies and planning groups including Voluntary Agencies Active in Disaster (VOADs) and Emergency Management Agencies (EMAs)
- Develop non-profit and Government collaborative relationships that are needed to effectively and efficiently respond to disasters
- Coordinate with Southwest Ohio and Northeast Kentucky Division (SWONEKY) EDS Director to ensure TSA is represented at the Ohio State level of EMS
- Serve as the lead coordination contact with state level government partners to facilitate active participation of TSA across key aspects of Emergency Management planning and operations
- Foster partnerships with other faith-based groups corporations and community organizations to obtain supplies and resources for disaster response
- Coordinate regional EDS basic training courses for new EDS volunteers (intro ICS Food Service etc.)
- Conduct annual inspection of NEOSA EDS canteens and teams to facilitate response to natural or man-made disasters within NEOSA division and beyond as requested or required.
- Recruit train and exercise two NEOSA Incident Management Teams and others as back up.
- Work with local corps service units and community groups to recruit and train additional EDS volunteers.
- Coordinate and collaborate with other DHQ Departments and personnel including key areas such as Development Program Social Services etc.
- Work with Divisional grant writer and planned giving staff to secure additional operating grants and legacies for EDS.
- Serve as the primary contact for disaster related response and recovery matters within the NEOSA Divisional regions counties and locales.
- Deploy to disaster sites for extended periods to assist with or serve in IMT roles and/or coordination functions as required

SPECIAL SKILLS CERTIFICATES LICENSES REGISTRATION:
- Ability to train courses from the National Disaster Training Program
- Knowledge of Incident Command System
- Must have a valid drivers license that meets The Salvation Armys insurance requirements.
WORK ENVIRONMENT:
Usual office conditions apply. Individuals must be willing to work additional hours as required. Position has both internal contacts within the organization and external contacts within the community which require considerable tact courtesy and diplomacy. The utmost integrity is required to safeguard confidential proprietary information of the organization. This role routinely requires driving in all weather and visibility conditions and in areas that may not meet ADA requirements. Travel is 40 - 60% of work time throughout the division to Corps various volunteer government organizations and disaster responses.
