About Us: TheRetirement Systems Divisionof the Department of State Treasurer administers the statutory retirement and fringe benefit plans as authorized by the General Assembly of North Carolina. These include the following six (6) major retirement plans: Teachers and State Employees Retirement System the Legislative Retirement System the Local government Employee Retirement Program the Consolidated Judicial Retirement System the Optional Retirement Program and Fire and Rescue Pension Fund. This position is located in the Retirement Payroll Service section for the division.
This position is a Payroll Team Leadposition within the Retirement Payroll Services Section. Primary duties include processing monthly payroll for over 300000 Retirees and three supplemental payrolls per week. The incumbent will have the ability to gain a good working knowledge of retirement policy and law. The position will research and interpret information of a technical and financial nature as well as coordinate varied records processing activities and research application of legislation andIRSregulations.
Job Duties:
Manages the day-to-day operations of payroll processing for a team of specialists.
Coordinates the flow of work for the payroll processing team ensuring timely responses
Acts as the primary point of contact for escalated payroll inquiries and complex issues.
Enter new payroll dates each year for 4 separate payroll runs.
Preparation of salary projections which is a coordinated effort with theRSDpolicy group and the Fiscal Research group at the Legislative department.
Additional duties include coordinating with IT for testing upgrades and systems repairs.
TheDepartment of State Treasurerscampus is located on Atlantic Avenue is surrounded by many shopping centers and restaurants has access to a 24-hour 7-day a week free gym on the campus and has free employee parking.
Knowledge Skills and Abilities / Competencies
Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. Management Preferences:
Experience inpayroll policies and procedures that includes payroll processing federal and state tax laws and retirement laws.

Experience in training other team members.
Minimum Education and Experience Requirements
