JOB TITLE: Director of Planning Evaluation and Research
WAGE/HOUR STATUS: Exempt

PRIMARY PURPOSE: The Director of Planning Evaluation and Research provides vision direction
leadership and supervision of District services related to school accountability student assessment data
analytics and performance reporting student data management program evaluation educational research
school improvement enrollment projections strategic planning District improvement planning and
school boundary planning. This position supports teachers school leaders central office staff and the
board of trustees in understanding the use of data of all kinds and at all levels of the system to improve the
educational outcomes and life opportunities of Irving ISD students.
QUALIFICATIONS:
Minimum Education/Certification:
Masters Degree in education or a related field from an accredited university;
Doctorate in educational research program evaluation educational measurement/assessment
statistics/data analytics or related areas preferred;
Valid Texas Professional Educator certification preferred
Special Knowledge/Skills:
MAJOR RESPONSIBILITIES AND DUTIES:
1. Provide leadership that promotes high expectations for performance and positive staff morale in
working with Planning Evaluation and Research programs planning evaluation and research
services.
2. Create and maintain standard state national and local assessment performance report formats for
just-in-time delivery of results to District and campus leadership.
3. Create and maintain standard state national and local assessment performance reports providing
disaggregated results by student accountability groups for District and campus leadership.
4. Build and sustain strong teams and workflows that support high levels of success for students
using data provided through Planning Evaluation and Research planning evaluation and research
services.
5. Build and sustain strong systems across departments for supporting high levels of success for
students using data-driven decision making in a continuous improvement model.
6. Direct and coordinate program reviews practices and policy evaluations to make
school/district improvement recommendations to the District leadership
7. Provide consistent positive strong leadership while modeling commitment to the Districts vision
mission strategic plan and priorities.

8. Provide written and oral reports related to assigned Planning Evaluation and Research
responsibilities for District leadership staff the Board of Trustees and the public.
9. Contribute to the continuous improvement of the District as a member of the District leadership
team.
10. Support and assist in the facilitation of the development monitoring and evaluation of the District
Improvement Plan.
11. Read and disseminate current educational research and best practices and assume leadership in
implementation of those practices that will enhance effectiveness of programs and services
provided through Planning Evaluation and Research especially in the areas of education research
program evaluation and educational planning
12. Initiate and/or respond to ad hoc queries for performance reports on state national and local
assessments at a District campus teacher or student level
13. Provide predictive analytics related to District and campus annual state accountability ratings
14. Support users of student information systems with generating and interpreting their own reports
15. Upload national and state assessment data files into student information systems On Data Suite
and e-School Plus
16. Serve as a data coach to District and school leaders to help them analyze and act on student data
from District assessments and other data sources systems and applications
17. Supervision update and maintenance of the information in the Performance Outcomes and Data
webpage(s)
18. Maintain contacts with system and application vendors as related to support of software systems
used for performance reporting and demographic analysis
19. Perform demographic analysis enrollment forecasting maintenance of ArcGIS spatial data
eSchool Plus geocoding
20. Collaborate with District Leadership and staff in the Planning Evaluation and Research
Department to resolve complex data analysis and reporting issues and to prioritize and deliver
timely performance reports
21. Assist the Coordinator of Student Assessment in implementing District interim and/or CBE
assessments via the Districts assessment platform
22. Design develop and deliver professional development activities to train campus personnel on
student information systems and other system reporting capabilities and characteristics
23. Keep abreast of new developments in areas of performance reporting data analysis enrollment
projection ArcGIS/Davis Demographics and state accountability
24. Provide short and long-range student enrollment and classroom space projections for use in
making decisions about budgeting staffing and facilities planning
25. Supervise maintenance and use of the Districts geographic information system for enrollment and
boundary planning
26. Supervise and assist in planning and implementing program evaluation designs data collection
procedures statistical analyses and evaluation reports
27. Supervise and assist with the collection and organization of data for the evaluation of District
educational programs
28. Supervise and assist with the design and implementation of surveys questionnaires and other data
collection processes as required.
29. Design evaluation studies and apply evaluation results and test data to improve the instructional
programs of the District.
30. Provide guidance on assessment accountability program evaluation and related issues to other
District administrators supervisors and instructional personnel.
31. Supervise and assist with the analysis of assessment results and the preparation of assessment
reports for campus and District staff the Board of Trustees and the public
32. Develop and deliver the annual reports on state assessment and accountability results for Irving
ISD.

33. Manage the development Board approval and dissemination of the annual Texas Academic
Performance Report.
34. Supervise and assist with loading of student assessment results into curriculum and assessment
management systems so that administrators and teachers can make informed decisions to improve
student learning.
35. Make required written and oral reports to the Board of Trustees as well as other presentations to
interested parties relative to accountability state and local assessment programs and other
Planning Evaluation and Research activities.
36. Represent the District before various professional organizations and at meetings on the local state
and national level.
37. Provide leadership in the process for changing school attendance area boundaries as needed to
balance enrollment across District campuses.
38. Provide direction and advice to the District curriculum and assessment management system
vendor in terms of developing and/or modifying the system to meet the Districts test
development administration scoring and reporting needs.
39. Supervise and assist with the coordination of any services of contract research and evaluation
professionals providing special expertise to the District.
40. Chair District IRB to review and recommend approval/disapproval of external research projects
and requests for student data.
41. Conduct annual appraisals of planning evaluation and research department staff.
42. Maintain frequent contacts with professionals serving in similar positions with other local Districts
and in Districts across the state and nation.
43. Participate in appropriate professional development opportunities.
44. Adhere to all Board policies and District administrative procedures.
45. Help maintain security and confidential integrity of state assessment instruments.
46. Assist in monitoring the administration of state and District student assessment programs.
47. Perform other duties as assigned by the Chief of Staff and the Superintendent of Schools.

WORKING CONDITIONS:
Mental Demands/Physical Demands/Environmental Factors : Must maintain emotional control and
exercise calm reasoning and problem solving skills while under stress. Must demonstrate ability to
communicate effectively (verbal and written) collaborate with others listen well and work as a team
member. Must be able to properly interpret and communicate state law and regulations regarding
planning assessment and accountability analyze data for decision-making exercise independent
judgment make decisions based on objective evidence. Must have ability to set priorities and meet
deadlines operate a laptop or desktop computer sit for extended periods of time and work occasional
prolonged and irregular hours. Must occasionally lift heavy (30-40 lbs.) cartons and operate a motor
vehicle for frequent in-District travel.
Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District
policy practicing the principles and skills taught in safety training wearing personal protective equipment
as required reporting injuries and incidences immediately to supervisor and being proactive in the
ongoing efforts to improve and maintain workplace safety.
