Job Summary

Introduction

Delaware State Parks is seeking leaders to oversee park operations in the Northern and Inland Ponds Regions. As a regional administrator you will help protect Delawares natural resources engage with communities and ensure our parks remain vibrant for generations to positions manage the day-to-day operations of all the parks within their regions through the supervision of five park superintendents. Responsibilities include visitor services resource protection interpretive programs property management revenue collection concessions and addition regional administrators serve as liaisons between park operations and statewide divisions coordinating resources across marketing cultural and natural resources human resources business affairs and planning and development. They also identify and prioritize capital improvements to support the long-term success of Delaware State Parks.

Summary Statement

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Interprets and applies park rules and regulations and works with Department law enforcement to ensure safety and security of park visitors.
  • Oversees revenue collection recording and deposit.
  • Prepares grant requests and manages budget for special facilities.
  • Plans and coordinates maintenance visitor programs and services and fiscal administration to ensure all areas and facilities are functioning according to established standards.
  • Develops and conducts interpretive/environmental education programs and recreational events.
  • Assists park visitors and the public by providing information first aid/emergency care and attention to concerns that may occur within or proximate to the park boundaries.
  • Assigns projects reviews progress and coordinates staff activities to ensure visitor safety and satisfaction and accomplishment of park objectives.
  • Develops and maintains effective working relationships with adjacent landowners park volunteers contractors vendors community groups and park benefactors.
  • Ensures public safety through regular inspection of park facilities and grounds and review of park law enforcement activity.
  • Maintains and compiles fiscal and narrative records and reports.
  • May schedule assign and review the work of full time and seasonal park staff.

Job Requirements

JOB REQUIREMENTS for Park Superintendent VI
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in natural resources park or recreation program administration such as overseeing and directing the development implementation and evaluation of natural resources park or recreation programs and services; establishes program objectives; plans short and long range program goals; develops and implements program policies and procedures and ensures compliance and funding requirements. Provides advice to other agency organizational units through consultation.
  2. Six months experience in operations management which includes planning directing coordinating controlling and evaluating operations typically through subordinate supervisors.
  3. Four years experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
  4. Four years experiencein budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining monitoring projecting and controlling a budget within set policies and procedures.
