BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Under the direction supervision of the Deputy Country Director the incumbent is responsible for the following
February 2020 WFP established a partnership with Pakistans largest social safety net the Benazir Income Support Programme (BISP) WFP. Since then WFP Pakistan has been implementing the countrys most extensive nutrition-sensitive conditional cash transfer programme the Benazir Nashonuma Programme (Benazir Nashonuma). This programme adopts a multisectoral approach to address the complex issue of malnutrition in Pakistan with a focus on stunting reduction in children under two years of age amongst the poorest households.
of May 2024 nearly 2 million of a targeted 2.12 million pregnant and breastfeeding mothers and children under two years have been supported through the programme. Currently the programme is being operated in 540 facilitation centres in 157 of 170 districts including 31 mobile centres in Sindh thereby ensuring the programmes presence in 92 percent of districts in Pakistan.
programme includes education on early initiation and exclusive breastfeeding with CMAM services also available. Pregnant and breastfeeding mothers and children aged 6-23 months are provided with

4.8000 days approach: Adolescent girls: To break the inter-generational cycle of stunting and malnutrition BISP has also introduced a pilot adolescent girls component which WFP is helping to implement in 34 Facilitation centres across six districts in Pakistan. It operates within three cornerstone frameworks: health facility environments via Nutritional Programming (NP) services
community engagement through enhanced SBCC and policy support including international commitments and the Nashonuma strategy. Results from this pilot will inform a future scale up under BISP in Pakistan which will change lives of future mothers.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of Programme the incumbent will lead the coordination of implementing the Benazir Nashonuma programme across 540 facilitation centers in all provinces/regions. This includes planning implementing and managing all aspects of the programme to ensure the effective and efficient delivery of assistance to the targeted population.
Establishing systems and processes:
the Implementation Support Unit (ISU) to manage the implementation of the programme. The ISU will:
WFP senior management in defining the overall strategic direction on Benazir Nashonuma.
planning implementation and evaluation.
the programme at national and stakeholder levels in consultation with Management and SO2 team.
activities are aligned with objectives and timelines.
efficient and effective implementation.
with Provincial Offices (POs) and BISP on operational issues including incident management and data access.
and guarantee efficient information flow between WFP Country Office (CO) and POs.
BNP reports (financial and narrative).
regular data analysis to inform decisions/adjustments.
key issues to senior management.
with programme teams and all functions to ensure effective delivery.
Coordination and Implementation
all aspects of coordination within WFP Pakistan with functional units and provincial offices.
procurement of supplies supply chain and distribution of commodities/non-food items (NFIs).
Monitoring and reporting
data and reports to inform decision-making and necessary adjustments.
regular updates and reports on the status of implementation.
project expenditures and ensure compliance with WFPs financial policies and procedures.
Management
and manage risks associated with the programme developing mitigation strategies as needed.
Engagement and Coordination
provincial and national coordination by ensuring
coordination meetings between WFP and stakeholders at the provincial level.

Terms of Reference (TOR) and an annual meeting plan to guide the structure content and scheduling of coordination meetings.
Cooperating Partners
with the SO2 PMU and provincial teams develop BNP Cooperating Partner (CP) monthly reporting formats. This report should provide information on the BNP implementation and should include updates on beneficiaries and stocks performance against programme targets programme achievements successes andchallenges and partnership opportunities. Oversee the dissemination of the reporting format with CPs and ensure completed reports are submitted as part of conditionality for receipt of funds from WFP.

and response: Action plan that identifies implementation challenges and responses especially relating to effective monitoring of the programme and SBCC a key component of the programme.
structure for BISP 2.0: Staffing structure in place at the Country Office and Provincial Offices to ensure effective programme delivery and programme excellence.
PMU structure with updated TORs.

STANDARD MINIMUM QUALIFICATIONS
Education:Masters degree preferably in Business Administration Economics Project Management and orrelated field.
Experience: Minimum 8 years of relevant professional / managerial level experiencein project management.
Proven experience and technical ability to manage a large project
Effective interpersonal management and negotiation skills proventhrough successful interaction with stakeholders including seniorgovernment officials regional/local authorities experts andNGOs/communities.
Demonstrated ability in team management and collaboration
Knowledge & Skills:
