AIRPORT OPERATIONS DIVISION
The Airport Operations Division is responsible for the day-to-day oversight of all Airport activities by ensuring that John Wayne Airport operates safely securely effectively and within the scope of strict federal regulations. Each day Airport Operations staff conduct airport safety inspections; address the needs of guests and tenants; issue airport identification badges and other access media; manage parking facilities; and monitor the activities of all ground transportation providers. The Airport Operations Division is also tasked with maintaining and educating Airport staff other County Departments tenants and other business partners on the FAA-mandated Airport Certification Manual (ACM) which includes the Airport Emergency Plan (AEP) and the Airport Safety Management Systems (SMS) addition the Operations Division is responsible for maintaining the Airport Security Plan (ASP) as required by the Transportation Security Administration (TSA) and for the policy procedures and measurement of occupational health and safety for Orange County employees tenants vendors and contractors to comply with the California Occupational Safety and Health Act (Cal/OSHA).
THE OPPORTUNITY
The Safety and Loss Control Manager reports to the Airport Manager Senior (Airport Safety Manager). The incumbent will perform but is not limited to the following duties:- Promotes and facilitates a strong safety culture through collaboration amongst department-wide staff and interacts with all employees to understand job functions receive feedback and guides through solution-based activities to address safety concerns
- Administers and coordinates the Department safety and loss prevention program with positive results and compliance
- Provides oversight and monitoring of departmental Injury and Illness PreventionPrograms to ensure completeness uniformity andcompliance
- Designs develops and implements department safety policies and procedurescompliance activities and training programs in collaboration withstaff
- Provides guidance and support to the designated safety representatives and is available for coaching and mentoring to ensure effectiveness
- Develops and maintains a safety resource center and intranet site to includeeducational and training materials policies and procedures and related safety and accidentreporting forms
- Directs coordinates and reviews the strategic work plan for the DepartmentSafety Program; meets with staff to identify and resolve problems; reviews and evaluateswork training methods andprocedures
- Attends and participates in Department division meetings; maintains awareness ofnew trends and developments in the safety industry; incorporates new developmentsas appropriate intoprograms
- Provides reports trends behavioral data analysis for review and discussion
- Promotes and markets safety practices throughout the department through positive interaction and respectful and positive relationships
- Serves as the primary Department contact with CEO-Risk Management on all occupational safety issues
- Oversees supervisors investigation and analysis of accidents to determine root cause and means of prevention through reporting completion and appropriate educational information sharing
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate possesses five (5) or more years of experience in safety management within a large organization. This experience must also include two (2) years in a supervising manager role. Additionally the ideal candidate will possess a Bachelors degree in one (1) of the following fields: Occupational Safety and Health Safety Administration Environmental Health and Safety or Industrial Hygiene.
Possession of the following certificates are highly desirable but not required: Certified Safety Professional (CSP) Certified Industrial Hygienist (CIH) Associate Safety Professional (ASP) Construction Health and Safety Technician (CHST) and/or Certified Safety and Health Manager (CSHM).
In addition the ideal candidate will possess extensive knowledge and/or experience in the following competencies:
Industry Knowledge Safety Management Experience- Understanding and application of Cal-OSHA regulations and be experienced in designing and conducting safety training programs
- Interpret and apply applicable laws codes regulations and standards
Leadership Supervisory Skills- Promoting a culture of safety to all County employees and formulating short and long-term strategic plans for reducing the frequency and severity of work-related injuries fleet safety and property loss management
- Supervise and evaluate staff performance including training and coaching staff coordinating deadlines prioritizing work demands and assigning/monitoring work
Strategic Thinking Decision Making Skills- Making sound business decisions based on limited complex or contradicting information and ethical principles
- Compile and analyze data formulating issues and articulating recommendations
Relationship Building Effective Communication Skills- Presenting and discussing information with various audiences including Department Heads stakeholders and other internal customers
- Facilitate groups and build consensus using persuasive reasoning

AIRPORT ACCESS REQUIREMENTS
Employees must clear a background check which includes a Criminal History Records Check (CHRC) Transportation Security Administration (TSA) check and Security Threat Assessment (STA) check. Possession of or ability to obtain a valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment. Airport Access Badge must be maintained and renewed every two (2) years.
LICENSE REQUIRED
The successful candidate must possess and maintain a valid California Drivers License Class C or higher by date of appointment.
