Main Purpose of Job
The Assistant Director of Child Support leads the Child Support Division in the establishment of goals priorities procedures budgets and strategies to meet performance standards. This position provides administration and oversight of both the program and fiscal components of Child Support. As a member of the Frederick County Department of Social Services (FCDSS) leadership team the Assistant Director of Child Support engages and leads aspects of the agency strategic plan. As a member of the statewide Child Support affiliate this position interacts with the central Department of Human Services (DHS) office as well as others across the state in advocacy and resource development for the Child Support program.
POSITION DUTIES
Administrative Oversight:- Provide oversight of the federal state and local Child Support laws and policies. Develop implement and monitor budgets and contracts pertaining to the Child Support program. Create assess and implement programs policies and procedures to meet customer and staff needs. Assure the integrity of the Child Support fiscal operations through adherence to internal control requirements maintenance of required records completion and use of required reports and participation in audits/reviews.
Leadership and Supervision:
- Develop and implement strategies to meet federally established performance goals (paternity establishment court order establishment current support and arrears). Identify and set performance levels. Actively participate lead and execute plans of strategy teams related to the agencys strategic plan as well as other activities committees and meetings that facilitate the enhancement of the agency mission. Direct and lead the Division activities of eighteen (18) line staff and supervise two (2) Child Support supervisors Child Support Fiscal Supervisor and Office Services Clerk.
Customer Service:
- Develop comprehensive service delivery strategies to meet customer needs in collaboration with other programs and divisions within Department as well as in partnership with other agencies and organizations in the community. Actively monitor the staffs response to complaints and work orders to ensure they are handled efficiently and effectively. At all times provide customer service to both internal and external customers that meets or exceeds the standards set by the Department.
MINIMUM QUALIFICATIONS

Experience:Eleven years of experience seven years of experience in administrative professional or technical work two years must have involved supervision of other employees or exercisingresponsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices andorganizations.
Notes:
1. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university and seven years of experience in administrative professional ortechnical work two years must have involved supervision of other employees or exercising responsibility for programdevelopment for the required experience.
2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to sixyears of the required non-supervisory general experience.
3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a year-for-year basis for the required experience two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
One year of experience using Google Suite and Microsoft Suite.
One year of experience using CSMS (Child Support Management System).
One year of experience working with the Department of Human Services Child Support Administration.
One year of supervising experience (at least 3-5 employees).
One year of experience developing or implementing plans that meet State or Federal Mandated policies.
